His assembly address was, as was originally reported today. Hopefully he returns by Sunday. Of course, he had to be stupid and speak of Jerusalem as being the Palestinian capital.     [ltr]Prime Minister Mohamed Shia al-Sudani called on Friday (September 22, 2023) "everyone to respect Iraq's sovereignty and territorial integrity and not to interfere in its affairs."[/ltr]
    [ltr]Al-Sudani said in the highlights of his speech before the United Nations General Assembly at its seventy-eighth session, currently held in New York, "We were keen to build an independent and balanced foreign policy, based on bringing views and commonalities closer, and for Iraq to be a source of stability in its regional and international environment, and part of the solution to any regional or international problem."[/ltr]
    [ltr]"The Republic of Iraq affirms its commitment to the principles of international law, respect for UN resolutions, and its determination to establish the best relations with all, especially neighboring countries," he added.[/ltr]
    [ltr]Al-Sudani stressed "the refusal to interfere in the internal affairs of our country under any pretext, and our constitution obliges us not to make Iraq a springboard for aggression against other countries, and we call on everyone to respect Iraq's sovereignty and territorial integrity, and we reserve our right to take appropriate measures, in accordance with what was approved by international laws and conventions to deter any violation against Iraq."[/ltr]
    [ltr]He pointed to "the launch of the development road project, which is the vital land channel linking key economic parts of our region, and the best route for trade and economic exchange in the region."[/ltr]
    [ltr]"We have diagnosed the scourge of corruption, and made fighting it our first priority, and we have begun to pursue wanted persons wherever they are, whatever their positions and affiliations, and hand them over to the judiciary," al-Sudani said, calling on "friendly and partner countries to extend a helping hand and cooperate in combating corruption, and recovering looted funds, because we believe in the interdependence between corruption and terrorism."[/ltr]
    [ltr]He pointed out that "we aim to achieve regional integration, remove what hinders free trade in the region, facilitate the movement of people, goods and capital across political borders, and economic integration can be achieved by unifying and approaching economic policies, customs tariffs and laws, and linking economic infrastructure to each other, through joint investment and the offer of opportunities."[/ltr]
    [ltr]The prime minister announced the work of her government, "We are working to organize a conference (Baghdad 2023), for economic integration and regional stability," stressing that "we will not take the policy of axes as a path in our relations, and deal with everyone according to our national interest, and we are continuing to strengthen Iraq's position in the arena of international cooperation."[/ltr]
    [ltr]"Addressing the issue of displaced persons is among the government's priorities, and we have taken many measures to ensure their voluntary and safe return to their original areas of residence, and the reconstruction of their liberated cities," he said.[/ltr]
    [ltr]He went on to say, "We urge steps towards holding local elections at the end of this year, after a ten-year hiatus, which is one of the pillars of decentralization in Iraq," stressing that "the federal government manages the best relations with the Kurdistan Region of Iraq and all provinces, and is in constant dialogue with representatives of the region and local governments throughout Iraq to transform opportunities into projects that promote development and the economy."[/ltr]
    [ltr]On the effects of climate change, Al-Sudani said that the region and Iraq in particular "are exposed to the impact of drought, resulting from climate change, and the urgent need to preserve rights to water resources and international river basins," noting that "the drying up of natural water bodies in the marshes, an environmental and historical loss, and the environmental disaster will be more severe on Iraq and the region, with an unprecedented rise in temperatures."[/ltr]
    [ltr]He called for "the establishment of a regional grouping, which includes the Gulf shores countries, from Iraq, Iran and the member states of the Gulf Cooperation Council, which will be exposed the most to high temperatures."[/ltr]
    [ltr]"The cluster coordinates regional efforts to manage water, confront climate change, promote environmental protection, and work together to confront drought," he added.[/ltr]
    [ltr]On drugs, al-Sudani said, "We are working to confront the drug file effectively, in cooperation with partners and friends, and there is no alternative for the international community and the countries of the region but to intensify efforts and coordination to combat them, due to their close relationship with terrorism."[/ltr]
    [ltr]He added that "the drug file hinders all development efforts, investment in human resources and youth development, and our government adopted the National Strategy to Combat Narcotic Drugs and Psychotropic Substances 2023-2025."[/ltr]
    [ltr]Al-Sudani reiterated Iraq's "clear and firm position on the Palestinian right to establish an independent Palestinian state with Jerusalem as its capital, and we affirm Iraq's support for the unity of Syria, its land and people, and we call for alleviating the suffering of the Syrian people and enabling them to extend their authority over all Syrian territory."[/ltr]
