    According to the Financial Management Law and timings, the budget is supposed to be approved on the 12th of the year 2022, but it was approved late due to the financial allocations to the Kurdistan region, appointments and other problems, and today, 3 months after its approval, funds have not been disbursed to implement the projects, and the problem, according to the Finance Committee, lies in “cash.” “We do not have sufficient expenses to launch the budget.
    Oil sales are good, but the problem is in converting the dollar into the Iraqi dinar. Projects are offered in dinars, and currently there is no cash due to the accumulation of the monetary mass inside homes. Citizens’ salaries per month range from 3 to 4 trillion dinars, and they are accumulated in homes due to the citizen’s lack of confidence in banks and banks, and the loss of confidence. With the banks, the manipulation of some of them, and the dominance of some politicians and influential people, led to them being used for imports and converting the dollar into dinars only.
    I am not convinced that delaying the budget disbursement is related to the issue of the elections, and it is better for the government to activate the parties law, as there are many parties that have weapons and money and did not ask, and many members of the House of Representatives and leaders do not have a financial disclosure statement, and let us ask... what if the elections are postponed for 6 months Will the projects stop while the government says it is a services government?!
    If the decision to delay disbursement due to the elections is correct, it may lead to paralyzing the reconstruction movement in Iraq, so it must be carefully studied, because it has major consequences on the reality in the future.
    The government, represented by the ruling political parties, pretends that it is calling for participation in the elections, but its interest is for participation not to be widespread, because the previous parliamentary elections witnessed the absence of 70% of the votes, and thus the participation of this silent and expectant group, which is the largest percentage and the most difficult group, will lead to changing many aspects. Consequently, the parties' percentages in the results will decrease.
    In transactions within the Central Bank, some merchants go and receive their transfers within two days, while other merchants are exposed to blackmail by bank employees and are delayed for about two months. The departments are not under control, and this is according to major merchants in Baghdad.
    Most merchants evade taxes estimated at (15%), and Iraq is supposed to collect 15 billion dollars in taxes, but 14 “are lost” due to smuggling, and there are differences in profits, as some merchants pay and others circumvent it in other ways, and therefore the percentage of profits varies from one merchant. To another, in addition to dozens of border crossings outside government control.
    The electronic automation project fights “beneficiaries.” When a merchant receives the dollar in order to purchase goods, the central bank receives a notification from the entity receiving the dollar in exchange for the goods, and then it will ask the outlets about the tax collected from the merchant when the goods enter. Automation allows the central bank to know whether the goods entered. In exchange for the dollar that you gave to the merchant, and did the outlets collect the tax, all of them with an automation system that does not take time, as the automation system solves all problems.
