Today, Saturday, the Independent High Electoral Commission announced the most important laws to regulate the electoral process.
Commission spokeswoman Jumana Al-Ghalai said, “Article 30 prohibits any party, group, organization, individuals, or any entity, from exercising any form of pressure, intimidation, excommunication, treason, or granting material gains and promising them, and it also prohibits any party Or a political organization may not participate in the elections and count the votes if it closes the electoral center by force or threatens to use force to its advantage.”
She added, "Article 31 prohibits the use of state departments and places of worship by any means for the purposes of electoral propaganda. As for Article 32, it prohibits candidates from carrying out any electoral propaganda that involves deceiving or deceiving voters or using the method of defaming or slandering others in electoral propaganda."
She stated that “Article 33 prohibits spending on electoral propaganda from public funds or from the federal general budget allocated to ministries or entities not affiliated with a ministry, or from endowment funds or from external support funds,” noting that “Article 34 is not permissible for any candidate to On the day of voting, distribute work programs, leaflets, cards, or other documents, personally or through others. It is not permissible for any worker from state departments, the public sector, or members of local authorities to distribute work programs on the day of voting, by himself or through others. It is not permissible to place advertisements or distribute programs. Work, leaflets, or cards in the name of a candidate who is not registered in the list of candidates.”
She continued: “If it is proven that the party, political organization, or individual contributed to committing any of the electoral crimes stipulated in this law, a fine of 50 million dinars will be imposed on them,” explaining that “Article 37: First, the penalty shall be imprisonment for a period of not less than one year.” Anyone who uses force or threats to prevent a voter from exercising his right to force him to vote in a certain way or abstain from voting. Fifth, entering the election headquarters while carrying a firearm or a wounding instrument in violation of the provisions of this law. Sixth, insulting, slandering, or attacking the Election Commission or one of its members. She explained that “Article 38 stipulates that anyone who possesses, conceals, executes, destroys, spoils, or steals ballot papers or voter lists or changes the result in any way shall be punished by imprisonment for a period of no less than one year and a fine of no less than one million dinars and no more than five million dinars.” Therefore, the Board of Commissioners is allowed to take measures to deprive the party, political organization, or individual nominated on a single list of the votes it obtained in the electoral center in the event that one of the electoral crimes described therein occurs.
She pointed out that “Article 41 stipulates that anyone who violates the provisions of Articles 31 and 32 shall be punished by imprisonment and a fine of not less than 10 million dinars and not more than 25 million dinars.”
She concluded by saying: “The Commission Council has the right to deprive a party, political organization, or individual candidate on a single list of the votes he obtained in the electoral center, in the event of committing one of the electoral crimes stipulated in Clauses One, Five, Six, and Seven of Article 73 and Article 38.” .
