    Al-Eqtisad News publishes the text of the decisions of the forty-third session of the Council of Ministers held today, Tuesday, headed by Prime Minister Muhammad Shiaa Al-Sudani.
    Al-Sudani’s office said in a statement, “Prime Minister Muhammad Shia’ al-Sudani chaired, today, Tuesday, the forty-third regular session of the Council of Ministers, during which the progress of public affairs, economic conditions and follow-up on the implementation of the basic files listed among the priorities of the government program were discussed, in addition to discussing the topics listed.” on the Council’s agenda, and take the necessary decisions thereon.”
    According to the statement, “In follow-up to sending aid and relief materials to the Gaza Strip in the occupied Arab territories, the Council of Ministers approved the Ministry of Finance’s allocation of an amount of (3) billion dinars to the Iraqi Red Crescent Society from the emergency reserve to support the residents of Gaza with medicines and food, due to what they are exposed to. Brutal Zionist bombing, based on the federal general budget law for the years (2023-2024-2025).”
    The statement pointed out, “In the field of improving the living standards of our people from various segments and supporting vulnerable groups, the Council of Ministers approved granting the retiree or his heirs an amount to improve living of (100,000) dinars per month, who do not exceed the total of what he receives in terms of retirement salary and allowances.” About one million dinars per month, starting from November 1, 2023.
    He added, “With the aim of reducing the impact of inflation on the standard of living for low-paid employees and retirees, and based on the provisions of Article (15) of the State and Public Sector Employees’ Salaries Law (22) of 2008, and based on the First Amendment Law to the Unified Retirement Law of 2009, the Council of Ministers decided :
    1. Granting lump sum allowances amounting to 50% of the salaries of the grades (eighth, ninth, and tenth) of the salary scale, attached to the aforementioned law, to those who do not receive any allowances other than the certificate or the profession. 2. Raising the percentage of allowances granted in the aforementioned grades to 50% of those who
    receive Lump sum allocations of less than 50%. 
    3. This decision will be implemented starting November 1, 2023.”

    He pointed out that “in the field of following up on energy projects, completing the national network of production and distribution, and development and expansion requirements, the Council of Ministers approved the recommendation of the Ministerial Council for Energy (23077) regarding the principles of cooperation for a program in Iraq with the German company Siemens - the second phase, according to the following:
    1. Authorizing the Ministry of Electricity to refer and sign a single contract to implement and supply materials for secondary stations, voltage (400/132/11) kV, capacity (500 MW), number 3, no later than December 31, 2023, and including the rest of the allocations in 2024.
    2. Authorizing the Ministry of Electricity to release the advance payment for the contract, amounting to (15%), which represents the Iraqi side’s commitment to projects financed through external loans, to activate the contract and for the company to begin manufacturing the equipment before signing the financing agreement.

    The Council of Ministers also approved the “Recommendation of the Ministerial Council for Energy (23080 I) for the year 2023 as follows:
    1. Authorizing the Ministry of Electricity to direct invitations to a number of specialized companies to implement the smart metering management system, as an exception to the instructions for implementing government contracts.
    2. Approving the action plan to develop Energy sales activity, collecting electricity fees, engaging private sector investors, and authorizing the Ministry of Electricity to implement and announce, as an exception to the amended Cabinet Resolution (245 of 2019).

    On the economic side, the Council of Ministers approved the following:
    1. Exempting delaying companies registered in the Federal Company Registration Department from the fines incurred under the Federal Financial Management Law No. (6) of 2019, and the Cabinet Resolution of 2023, for the purpose of company owners correcting the legal status of their companies within a period of time not exceeding (6) months. From the date of issuance of this decision, otherwise they are obligated to pay all fines incurred before and after the issuance of the decision.
    2. The exemption does not include any type of fees that must be paid in any state department.”

    The session also witnessed, according to the statement, “an approval to open an Iraqi trade office in the Kingdom of Saudi Arabia in the Arar region, to strengthen economic and commercial relations and raise the level of trade exchange between the two countries, based on the provisions of Article (26) of the Foreign Service Law (45 of 2008).”
    According to the statement, the Council approved “amending the recommendation contained in Council of Ministers Resolution No. (23581) of 2023, regarding spending units forming committees for the purpose of financing non-mobile accounts held by all government banks, by adding the phrase: That the committees complete their assigned work, regarding The decision will be examined within a full month from the date of issuance of the amendment. In contrast, all amounts will be deposited in these bank accounts opened by the spending units as final revenue for the account of the state’s general treasury. The right to follow up on them will be forfeited, and the supervisory bodies working in all spending units will have to follow up on the ministries and banks not affiliated with a ministry. And apply what was stated in the content of the decision and the books of the Accounting Department issued in this regard, and take measures regarding them, according to the effective law of the Financial Supervision Bureau, in the event that the recommendations contained in the decision are not implemented, and notify the Council of Ministers and the Ministry of Finance of this, according to the letters addressed to each spending unit.
    The statement continued, “In the agricultural sector, in order to encourage the use of modern irrigation techniques, the Council of Ministers approved the following:
    1. Approval for the Ministry of Agriculture to divide the quantities required to be announced for each type of system (120 dunums - 80 dunums - 60 dunums) and from the allocated amount (250) billion dinars to cover the processing of the entire required quantity according to the distribution plan, and according to what the Ministry of Agriculture deems appropriate.
    2. The percentage of support for the systems is 30%.
    3. Authorizing the Minister of Agriculture with financial authority in the event that the amount of the tender or referral exceeds the financial authority, and taking into consideration the recommendation of the Prime Minister’s Advisor for Economic Affairs.”

    He pointed out that "in the health sector, and for the purpose of localizing the pharmaceutical industry project in Iraq, the Council of Ministers decided to approve the inclusion of medical and laboratory supplies and medical devices with the same contracting controls of the Ministry of Health, and to include them in the local tender."
    The Council also approved the “Recommendation of the Ministerial Council for Human Development (23030 B) for the year 2023, according to the following: - Amending paragraph (2) of Council of Ministers Resolution (68 of 2020) to become (The beneficiary entity, represented by the Ministry of Health/Najaf Health Department, and with the support of the Projects Department And engineering services, by preparing designs and tables of quantities of decay basins for the nuclear medicine project in Najaf Governorate and submitting them to the Ministry of Environment/Radiation Protection Center for study and approval in terms of radiation protection, and the Department of Treatment and Destruction of Hazardous Chemical, Biological, and Military Waste in the Ministry of Science and Technology (Integrated) will be the implementing agency. ).
    In the service sector, the Council of Ministers decided the following:
    1. Approval to increase the total cost of the Nahrawan Water Project by the value of the amount of credit with the Iraqi Trade Bank, amounting to (21) billion dinars for the purpose of completing the project by Al-Farouq General Company (formerly Saad).
    2. Return the credit amount or the remainder of it to the Ministry of Finance upon resolving the problems with the correspondent bank and the Indian offending company.”

    The Council of Ministers also approved “amending the contract ceiling to (1,750,000,000,000) dinars, for projects to relieve traffic congestion in the capital, Baghdad, according to what was stated by the Ministry of Construction and Housing, provided that its allocations are secured from its budget allocations for the year 2023, and not By requesting additional customizations.
    The Council also approved “the Ministry of Finance’s allocation of an amount of (14423379750) dinars, only fourteen billion four hundred and twenty-three million three hundred and seventy-nine thousand seven hundred and fifty dinars, from the emergency reserve to the Holy Karbala Governorate/local administration, to fulfill its obligations towards the contractor, due to the presence of unfinished workloads.” Expenses (payable) for the implementation of the project to establish the (Baghdad - Jurf Al-Nasr - Karbala) road, the visitors’ road to the Al-Harr Al-Kamaliyya road, based on the provisions of the Federal General Budget Law No. (13) of 2023.”
    The statement continued, “In the air transport sector, and to develop the work of this vital field, the Council of Ministers decided the following:
    1. Excluding the Civil Aviation Authority’s contracts with experienced retirees and non-retirees from the Ministry of Finance’s circulars and instructions to facilitate the implementation of the Federal General Budget Law for the years (2023 – 2024 – 2025) and the relevant controls and approving ceilings for the monthly wages of local experts according to the minutes of the competent committee in the Civil Aviation Authority .
    2. Excluding the Civil Aviation Authority’s contracts with individual international experts from the maximum wage limit and the maximum number limit specified in Cabinet Resolution (44 of 2012) and the relevant controls, and approving the ceilings for the monthly wages of international experts and the additional expenses deducted according to the minutes of the competent committee in the Civil Aviation Authority, provided that Not requesting additional financial allocations.
    3. Excluding the contract with the Technical Cooperation Bureau of the International Civil Aviation Organization (ICAO TCB) from the Instructions for Implementing Government Contracts (2 of 2014) and the controls attached thereto for the necessary reasons stated in the minutes of the competent committee in the Civil Aviation Authority in addition to the fact that it is one of the United Nations organizations, for the purpose of directing Direct invitation to them and contracting with them according to the estimated cost and recommended contract period, according to the minutes of the competent committee.”

    The Council of Ministers also decided to "approve the donation of the presidential yacht (Basra Breeze) to the Ministry of Higher Education and Scientific Research/University of Basra/Marine Science Center, to benefit from it for scientific purposes."
