Today, Wednesday (January 31, 2024), Saudi Arabia and Kuwait called on Iraq to adhere to the agreement regulating maritime navigation in Khor Abdullah signed between the two countries in 2012.
A joint statement by the Emir of Kuwait and the King of Saudi Arabia, which came at the conclusion of a visit conducted by the Emir of Kuwait to the Kingdom, stated that “the two sides are keen to strengthen defense cooperation in all fields, and to develop strategic relations and partnerships to protect the security and stability of the two countries and the region. They praised the level of security cooperation and coordination existing between the two countries, and affirmed their desire to Strengthening cooperation on issues of common interest, including: combating crimes in all their forms, combating drugs, border security, combating extremism and fanaticism, hate speech and terrorism, and spreading a culture of moderation and tolerance in order to achieve security and stability in the two brotherly countries.
He added, "The two sides welcomed the existing cooperation between the Saudi Standards, Metrology and Quality Organization and the Public Authority for Industry in the State of Kuwait in various fields of standardization through the technical cooperation program signed between them and under the umbrella of the Gulf Standardization Organization."
“The two sides stressed the importance of the Republic of Iraq’s commitment to the sovereignty and territorial integrity of the State of Kuwait and respect for bilateral and international pledges and agreements and all relevant United Nations resolutions, especially Security Council Resolution No. 833 (1993), according to which the land and sea borders between the State of Kuwait and the Republic of Iraq were demarcated, and the importance of completing the demarcation The maritime borders between the two countries beyond maritime mark 162.
The two sides also called on Iraq to adhere to the agreement regulating maritime navigation in Khor Abdullah signed between the State of Kuwait and the Republic of Iraq on April 29, 2012, which entered into force on December 5, 2013 after its ratification by both countries, and was jointly deposited with the United Nations on December 18, 2013. He rejected the Iraqi side’s unilateral cancellation of the security swap protocol signed in 2008 AD and its map approved in the joint plan to ensure the safety of navigation in Khor Abdullah signed between the two sides on December 28, 2014 AD, which included a clear and specific mechanism for amendment and cancellation.
The statement continued, "The two sides also renewed support for Security Council Resolution No. 2107 (2013), which requests the Special Representative of the Secretary-General and the head of the United Nations Assistance Mission for Iraq (UNAMI) to strengthen, support and facilitate efforts related to searching for missing Kuwaitis and third-country nationals and determining their fate or returning their remains within the framework of The Tripartite Committee and the sub-technical committee emanating from it under the auspices of the International Committee of the Red Cross, and the return of Kuwaiti property, including the National Archives, and the importance of the Security Council’s continued follow-up of the file related to the issue of missing Kuwaitis and third-country nationals and the file of missing Kuwaiti property, including the National Archives, through continued Preparing periodic reports submitted by the Secretary-General of the United Nations on the latest developments in these two files, and the efforts undertaken by the United Nations Assistance Mission for Iraq (UNAMI) in this regard, in accordance with paragraph four of Security Council Resolution 2017 (2013), and calling on Iraq and the United Nations to make their utmost efforts. "To reach a final solution to all these unfinished issues and files."
The two sides affirmed what was stated in the statement issued on 1/15/1445 AH, which included the confirmation of the Kingdom of Saudi Arabia and the State of Kuwait that the entire Durra field is located in the marine areas of the State of Kuwait, and that ownership of the natural resources in the divided submerged area, including the entire Durra field, is ownership. Shared between the Kingdom of Saudi Arabia and the State of Kuwait only, and they alone have full rights to exploit the wealth in that region, and affirming the categorical rejection of any claims of the existence of rights for any other party in this field or the divided submerged region. The two sides renewed their previous and repeated calls for the Islamic Republic of Iran to negotiate the eastern border. For the divided submerged area with the Kingdom of Saudi Arabia and the State of Kuwait as one negotiating party, and the Islamic Republic of Iran as the other party in accordance with the provisions of international law.
Regarding the regional issue, the two sides discussed developments in the situation in Palestine, and expressed their deep concern about the humanitarian catastrophe in the Gaza Strip, and the brutal war the Strip is witnessing that has claimed the lives of thousands of unarmed civilians, including children, women and the elderly, and the destruction of vital facilities, places of worship and infrastructure, as a result of blatant attacks. to the Israeli occupation authorities, and stressed the need to stop military operations in the Palestinian territories, and protect civilians in accordance with international law and international humanitarian law, and stressed the importance of the role that the international community must play in putting an end to the violations of Israel, the occupying power, and to pressure it to stop its aggression and prevent attempts to impose Forced displacement of Palestinians from the Gaza Strip, which is a flagrant violation of international humanitarian law and international laws. The two sides stressed the need to enable international humanitarian organizations to carry out their tasks in providing humanitarian and relief aid to the Palestinian people, including United Nations organizations. The two sides stressed the need to intensify efforts to reach a comprehensive and just settlement of the Palestinian issue in accordance with the principle of the two-state solution, the Arab Peace Initiative, and the relevant international legitimacy resolutions, in a way that guarantees the Palestinian people their right to establish their independent state on the 1967 borders with East Jerusalem as its capital.
In this regard, the Kuwaiti side appreciated the Kingdom’s hosting of the extraordinary joint Arab-Islamic summit in Riyadh, and the resulting decisions that contributed to delivering a unified collective position of the Arab and Islamic countries towards the current events in Palestine, praising the Kingdom’s leadership of the efforts made to implement the summit’s decisions, and its chairmanship of the Ministerial Committee. assigned by the summit and the efforts made by the committee to formulate an international movement to stop the aggression against Gaza and pressure to launch a serious and real political process to achieve lasting and comprehensive peace, in accordance with approved international references. The two sides also expressed their welcome to the decision of the International Court of Justice issued on January 26, 2024, demanding that the Israeli occupation take all the measures stipulated in the Convention on the Prevention of the Crime of Genocide against the Palestinian People.
Regarding the Yemeni issue, the two sides stressed the importance of fully supporting international and regional efforts to reach a comprehensive political solution to the Yemeni crisis, and the Kuwaiti side praised the Kingdom’s efforts and its many initiatives aimed at encouraging dialogue and reconciliation between the Yemeni parties, and the role of the two countries in providing humanitarian aid and the Kingdom’s facilitation of delivering that aid to various regions. Yemen.
With regard to navigation in the Red Sea, the two sides stressed the importance of maintaining the security and stability of the Red Sea region, and respecting the right to maritime navigation in it in accordance with the provisions of international law and the United Nations Convention on the Law of the Sea of 1982 in order to preserve the interests of the entire world, and called for restraint and avoiding escalation in light of what The region is witnessing events.
