The three Sunni blocs, the “Sovereignty,” “Al-Azm,” and “National Resolve” alliance, decided to nominate Representative Salem Matar Al-Issawi for the position of Speaker of the House of Representatives, succeeding the expelled Muhammad Al-Halbousi, after holding extensive meetings.
A memorandum submitted to the leaders of the framework, and appended with the signature of the leaders of the three blocs, namely: Khamis Al-Khanjar, Muthanna Al-Samarrai, and Thabet Al-Abbasi, confirmed the nomination of Al-Issawi, and the speedy determination of the next session to elect the Speaker of the House of Representatives.
The signatories addressed the framework leaders by saying: Your support for our candidate fulfills the constitutional obligations towards the political process in a way that serves Iraq, its unity and sovereignty.
On November 21, 2023, the Presidency of the House of Representatives decided to officially terminate the membership of the Speaker of the House, Muhammad al-Halbousi.
In November 2023, the Federal Supreme Court, “the highest judicial authority in Iraq,” decided to terminate the membership of Parliament Speaker Muhammad Al-Halbousi, against the backdrop of a lawsuit filed against him by Representative Laith Al-Dulaimi, in which he accused him of forging his (Al-Dulaimi’s) resignation from membership in the House of Representatives, and as a result the court ruled. Federal Council by terminating their membership (Al-Halbousi and Al-Dulaimi).
On the evening of Saturday, January 13, the House of Representatives held an extraordinary session to choose the new Speaker of the House of Representatives, and the first round of voting ended with the victory of the “Taqaddum” party, Shaalan Al-Karim, with 152 votes out of 314 votes, followed by Representative Salem Al-Issawi with 97 votes, and Representative Mahmoud Al-Mashhadani. with 48 votes, Representative Amer Abdul-Jabbar with 6 votes, and Representative Talal Al-Zubaie with one vote, but verbal altercations took place inside the Council hall, forcing the Council Presidency to adjourn the session until further notice.
However, the next day, January 14, the two representatives, Yousef Al-Kalabi and Falih Al-Khazali, filed a lawsuit with the Federal Court that included a request to issue a state order to stop the election session until the case was resolved, due to suspicions of paying bribes to some representatives in order to vote for candidates for the Presidency of the Council.
A judicial source announced last Tuesday that the Federal Supreme Court decided to postpone the decision on the claim of canceling the session to elect the President of the Iraqi Parliament until the beginning of next April.
On January 17, the Federal Integrity Commission began investigating allegations of bribery offers to representatives to vote in favor of a specific candidate for the presidency of the Iraqi Council of Representatives.
The leader of the United Anbar Alliance, Dhari Al-Dulaimi, revealed a surprise that will occur during the election session for a new speaker of Parliament to replace Al-Halbousi, who was dismissed based on fraud and corruption issues.

In turn, the leader of the Decisive Alliance, Laith Al-Dulaimi, confirmed the presence of 41 Sunni representatives, including members of Taqadum, who support Salem Al-Issawi for the presidency of Parliament, while pointing to the political consensus heading towards ending Al-Halbousi’s influence.
Al-Dulaimi said in an interview followed by the Maalouma Agency, that “the presidency of Parliament is the entitlement of a constituent and not a political party,” pointing out that the “Sunni majority” is in our hands at the present time.”
He added, "The Sunni leaders unanimously agreed to choose Salem Al-Issawi as Speaker of Parliament, with 36 deputies in addition to 5 deputies who came forward who signed their support for Salem Al-Issawi."
He pointed out that "the Sunni consensus is directed towards supporting Salem Al-Issawi for the presidency of Parliament and ending the political influence of Muhammad Al-Halbousi."
