Parental disobedience and the immunity of the representative are the most important features of the Penal Code

The Parliamentary Legal Committee explained that the Penal Code that Parliament voted on contains two paragraphs related to parental rights and the immunity of the representative. A member of the Legal Committee, Muhammad Jassim Al-Khafaji, said in an interview with “Al-Sabah”: “The penal code that was received from the government and voted on by the House of Representatives contains two paragraphs. The first concerns disobedience to parents and punishing those who abuse their parents with penalties ranging from imprisonment to a fine, which is a matter that goes back to The judge’s discretion.” Al-Khafaji added, “As for the second paragraph, it relates to the immunity of the representative, which was affirmed in the constitutional texts, in addition to adding a legal paragraph that the representative has immunity in cases of crimes and misdemeanors as well.” Al-Khafaji explained that “in the previous law, it was possible to arrest The representative and holding him accountable, but now immunity has been added to the representative to carry out his supervisory role in a legal manner and he is given immunity during the session, even in violations and misdemeanors, and he may not be arrested unless he obtains the approval of the Speaker of the Council and his two deputies.
