    [size=45]The Parliamentary Services and Reconstruction Committee confirmed that government service institutions are unable to serve citizens, while stressing the need to make fundamental changes in those institutions.[/size]
    [size=45]Committee member Kazem Al-Fayyadh said, “There is a clear deficit in providing services to citizens by many different government service institutions, despite the existence of all the financial allocations and other issues that could facilitate the work of these institutions in serving the citizen.”[/size]
    [size=45]Al-Fayyadh stated that “there is no service worthy of the Iraqi citizen from government service institutions, and some of those institutions exist as if they do not exist, as they do not provide the service and are incapable of doing so, whether it is regarding electricity, health, or municipalities, so there is no clear service.” This requires fundamental changes and reforms in the work and management of these institutions.”[/size]
    [size=45]Many areas on the outskirts of the capital Baghdad suffer from poor services, especially the pure Tabu areas, while estimates indicate that there are approximately 100,000 residential plots of land distributed for 20 years without services, which delayed the process of building them and transforming them into integrated residential areas, and most of them became landfills. In contrast, integrated infrastructure services are provided to agricultural and encroachment areas, in a file that specialists say is tainted with corruption and bias, as services are provided to agricultural people by officials and influential mediators to benefit from these areas and divide them and sell them, in exchange for neglecting the pure Tabu areas.[/size]
