Committee member Suhaila Al-Saadi said, “The slums law is one of the basic laws that serves a wide segment of society, and it is necessary to discuss it in light of the difficult financial circumstances and high cost of housing units,” adding that “the government withdrew the law for the purpose of amendment, and the committee is now demanding that it be returned for reconsideration.”

Al-Saadi explained that “the committee supports the idea of giving ownership of slums to their residents, under specific conditions, the most important of which is that the resident should not be an employee, and that the units should be granted to families suffering from difficult financial circumstances,” stressing that “the law needs amendments to be more effective and comprehensive, including imposing a symbolic financial fee for the services provided to slum residents.”

The member of the parliamentary committee stressed that the majority of slums lack basic infrastructure such as electricity, water and paved roads, which exacerbates the suffering of the residents, calling for "amendments to the law to include the provision of basic services to ensure a decent life for the residents of slums."

The representative explained that "the law represents a real opportunity to improve the conditions of many families living in inhumane conditions, and this requires real cooperation between the government and parliament to achieve this goal."

She added that the committee "is determined to follow up on this issue and pressure to return the law to parliament as soon as possible, given its great importance in improving the conditions of millions of citizens living in poverty and deprivation, and for the law to be a priority on the agenda of the government and parliament," considering the law "a real step towards achieving social justice and providing a decent life for citizens," according to the official Al-Sabah newspaper.

The phenomenon of slums has become a threat to Iraqi society, after squatters in informal housing, most of whom came from the outskirts of Iraqi cities to their center, have forcibly moved in and settled in the spaces between neighborhoods and places designated as green spaces, as well as government buildings.

The Iraqi parliament has not ratified a law on slums since 2017, and it was It was postponed to the current parliamentary session, where it was presented in a first reading during a regular session held in October 2023, and showed the objection of the majority of blocs to its provisions.
