Components of the National Alliance stresses that appointments of independent quotas vary on the subject to the Constitution and the Parliament

Despite the recognition by components of the National Coalition on appointments to independent quotas, but they differ on how to do it and they are subject to the Constitution and the ratification by the Parliament.
While the State of law Coalition, unveiled the formation of some blocks to assign committees and leadership positions, and began "fighting" on the websites of independent bodies since now, the Islamic Supreme Council, the Constitution-drawing mechanism of appointment to these bodies, must be adhered to, and the House of representatives, authentication and the Liberal bloc, indicated that the Cabinet was working on completing the offset Committee that will appoint the heads of independent bodies.
The Federal Supreme Court issued a decision No. 88 for the year 2010, to link independent bodies referred to in the Constitution, the Prime Minister directly, and is headed by the House of representatives.
As revealed in political blocks (16 November 2014 current), the prospective meeting of the legislature and the Executive to discuss the completion of the reforms undertaken by the Government, Haider Al-Abadi, examining the fate of independent bodies.
The Attorney says the State of law Coalition, Abdel Hussein đurica, speaking to the (long press), that "quotas are conventionally on the political scene, so they will be applied in appointments to independent bodies", and that "the equation involving the bad is not to choose the best to share this party or that is most important, thus depriving the country of an important" competencies.
Đurica, expresses regret that "the political blocs be desperate on sites like high" strategy, values, shows that "some blocks formed special committees to leadership positions or special grades, where fighting started now on those sites", and "watch for quotas and beyond, because sites will now be at the expense of the Iraqi people."
The Attorney for the State of law Coalition, "the political landscape is a duplication of that quota, but everyone wants a reality where, some are with him breaking the Constitution possible and acceptable, while out to quota unpardonable crime," and affirms that "independent bodies will be subject to that equation."
His attorney says the Islamic Supreme Council, Furat Al-Tamimi, told the (long press), that "the Constitution draw the appointment of independent bodies and Keyhole Authentication House", and says "but most Chairmen of those bodies have been appointed to the Agency".
Adds Al-Tamimi, the independent High Electoral Commission, subject to a vote of the House of representatives, unlike other bodies requires a reconsideration of the current incumbents and the mechanism of appointment "and asserts that" the Prime Minister, Haidar Al-Abadi, a part of the political agreement, the document on you bodies ".
The MP for the Supreme Islamic Council, the need to "bend of the bodies appointed for the House," and continues "but the subject has not been discussed yet, even within the same political blocs."
On a related level, says MP for the Liberal bloc, Abdul Aziz Al-alzalmy, told the (long press), that "the Council of Ministers currently form a balance which will appoint the heads of independent agencies," and acknowledges that "everything in Iraq is subject to quotas, including the appointment of independent bodies".
Alzalmy, confirms that "the political blocs could not leave quotas", that is "leading to delays and inability to tackle corruption in the joints of the State".
Explains the Constitution in its articles 102-108 in independent bodies, each reference, the count of the High Commissioner for human rights and the Independent Electoral Commission, and the Commission on integrity, independent bodies subject to control by the legislature (the House Oversight), and its Organization Act.
The promise of both the Central Bank and the Court of Auditors and the Commission communication and the Endowment also financially and administratively autonomous bodies, and returned the Constitution confirms in paragraph II of article 103 States that the Central Bank be (responsible to the Chamber of Deputies), and the Office of financial supervision and the Commission communication to the Council of representatives.
Whereas paragraph 3 of the same article that the Endowment is linked to the Council of Ministers, like the Foundation of martyrs is also linked to the Council of Ministers too.
