Economic experts have identified a number of factors that would enhance the government’s reform plans, stressing the need to double efforts to advance the industrial, agricultural and tourism sectors, in a way that would contribute to enhancing Iraq’s non-oil revenues, and contribute to moving the wheel of production, increasing development rates and absorbing the workforce. While they called for the importance of achieving the highest levels of coordination between the various parties to achieve the goals of the reform plans, they stressed the importance of doubling direct support for the commodity and service sectors and encouraging and motivating the private sector to participate with the public.
The government has developed a ministerial program for economic reform, which is represented in realistic plans that can be implemented by ministries and independent bodies, including reforming the economic, financial and service sectors, addressing poverty and unemployment, combating administrative and financial corruption, and stopping the waste of public money, in a way that ensures the establishment of good governance and reduces the burden on citizens by combating inflation and working to stabilize prices.
Economic expert Dr. Ahmed Al-Rawi believes that “the process of success in achieving economic growth and reform lies in transforming needs and goals into programs whose preparation is based on coordination between the different levels, the center, the regions, and the governorates, as broad participation in formulating development programs contributes to the success of those programs to avoid overlap and intersection between those levels in preparation and implementation.”
Al-Rawi added to Al-Sabah that “the other thing in the process of economic reform and growth is the return to direct support for the commodity and service sectors until activity is restored to those sectors, while working to support and encourage the private sector to participate effectively in these sectors, and working with controls that help limit the dumping process to protect local production of goods and services, especially in the agricultural and industrial fields.”
Dr. Al-Rawi pointed out the importance of “completing the system of laws and regulations that encourage the participation of the local and foreign private sector to achieve effective participation in economic activity and spread the culture that the state is not an alternative to the private sector in economic and social activity,” explaining that “the private sector has the ability to lead economic activity and that its vision is accurate and rapid in the field of achieving growth and economic reform while encouraging the private sector to work on the principle of participation with the public sector and not to rely on the idea of support.”
Continued by the state.
The spokesman also pointed out that this mechanism will be followed by a move from full support for grain crop purchase prices to supporting production operations only, by providing production requirements with modern technological means that Iraqi agriculture lacks, in addition to developing the capabilities of small farmers, cultivators and producers by establishing a financing fund that provides soft loans and participates in marketing operations and production services.
The narrator believes that among the effective steps and treatments in the economic reform process is working to implement the infrastructure system in the Iraqi countryside by paving and asphalting roads, building regular and refrigerated warehouses, completing rural electrification and extending potable water, in addition to developing marketing outlets for agricultural crops.
For her part, the economic affairs specialist, Dr. Ikram Abdel Aziz, said that Al-Sudani's government fulfilled its promise to the people with complete clarity and transparency, as it focused on reforming and developing the economic sectors that affect the lives of citizens, including effective steps and procedures to combat administrative and financial corruption, address the phenomenon of unemployment, and create job opportunities for young people.
She also commended the government's efforts to support the poor, vulnerable and low-income groups of citizens, reform the economic and financial sectors, especially agriculture, industry and the banking sector, support the private sector and work urgently to improve and develop services that affect the lives of citizens.
