Al-Maliki said in an interview with Sumaria News, "The draft law on freedom of expression will be limited to regulating freedom of assembly and peaceful demonstration," indicating that "freedom of expression will not be addressed because freedom of expression is difficult to regulate in one law and has no limits other than what exists in the various laws."

He pointed out that "the law in the Council[You must be registered and logged in to see this link.] [You must be registered and logged in to see this link.]" It is a law limited only to organizing peaceful demonstrations and peaceful meetings. As for expressing one's opinion, it is a constitutionally guaranteed right, and the only limits and restrictions are those mentioned in the various laws,"

Al-Maliki continued. "We recently amended Article 226 of the Penal Code, which criminalized insulting authorities absolutely. Now, practicing freedom of expression and the right to criticize public authorities is not a crime and is not considered an insult to the judicial, legislative, or executive authority," he explained. "We are not in the process of legislating a law on freedom of expression."

He concluded by saying: "Expressing one's opinion includes evaluating the performance of officials, but accusing them of corruption is considered a crime and requires proof of the validity of the accusation."
