    Raed al-Hashimi / follower of the reality of trade in Iraq finds him in a worsening and desperate situation as a result of the conditions and factors that many have contributed to his arrival to the way it is, many experts believe that the trade situation before 2003, despite all the negatives have been better than it is after 2003, contrary to all expectations of experts and citizens who were hoping for significant recovery in this vital sector, which enters into all economic joints in the country, which touches the lives of the Iraqi individual impinge directly and we can say that the most important reasons that led to a commercial reality in Iraq is deteriorating:
    1. The political reality and not to the political process and the stability of which returned negative effects on economic and trade policy in the country.
    2. instability of the security situation in the country contributed to the deterioration of trade and make the Iraqi market (market unsafe) for domestic and foreign commercial traffic.
    3. erroneous economic and trade policies pursued by successive regimes in Iraq.
    4. Currently the country's lack of a clear cut economic policy to move the economic and commercial process in the country and the lack of development plans for the advancement of trade sector and the lack of commercial clear roadmap with the Ministry of Commerce.
    6. absence of scientific personnel and economic and trade expertise in discreet advisory bodies to the owners since the existence of such competencies contribute to the enactment of laws for domestic and foreign trade and make sound scientific decisions for the advancement of the commercial sector.
    7. spread of corruption in most of the administrative aspects of the state, which led to the deterioration of the business situation internally and externally.
    8. inadequate procedure followed by the Ministry of Commerce in preventing the importation of some goods to protect domestic goods, because supposed to precede this procedure several steps, including:
    First: the development of real controls on imports.
    Second, the provision of alternatives to the prohibited goods in order to make it clear that the citizen is the victim in the process prevent the importation of these goods.
    Third, provide adequate support in all respects to the private sector, who works in the same production of goods and prohibited goods until any shortage in the market does not happen.
    The advancement of the painful reality of the commercial sector in Iraq requires unremitting efforts and cooperation of all parties to achieve the desired commercial recovery in the following proposed steps to achieve this advancement in the commercial sector:

    • Placed for the recovery of the commercial reality in Iraq and raising its short, medium and long-term scientific plans and so with the help of experts and academics in the economic and commercial sphere.



    • Drafting of the bills submitted to the House of Representatives for the purpose of approval concerning the organization of the business, especially with regard to determining customs, taxes and restrictions policies and resolving trade disputes.



    • Accession to the World Trade International, which is working on the application of market policy and determine the international trade and to identify the movement of goods and services, which creates a state of legitimate competition is in favor of the consumer.



    • Work on the establishment of joint chambers of commerce with other countries, especially the developed ones to take advantage of the long commercial expertise in this area which will contribute significantly to achieving business recovery and clear-cut (an example of the Iraqi - American Chamber of Commerce), which was established recently.



    • Speed ​​up to join the international ISO organization (NGO take it upon themselves to develop international standards for all consumer products traded) obliges all States that regulate them comply with these specifications note that most of the world belong to this organization to its importance and based in Switzerland, particularly in Geneva.



    • Encourage Iraqi traders to import materials that carry the ISO service mark Iraqi consumers, and working to educate Iraqi citizens not to buy any items from the market only after confirming its specifications or carry the mark mentioned (ISO).



    • Provide support for the Iraqi dealer through banking facilities and the granting of advances of the commercial bank to contribute to the revitalization of commercial traffic in the country.



    • Activate the internal market and the real work to reduce unemployment and create jobs for young people and the development of real programs to reduce poverty.



    • Activating the role of the private sector in the field of commercial sector development and utilize it as a partner and not a competitor, and provide all kinds of support to him to revive the commercial sector with the development of a regulatory plans included work according to the instructions and controls the government.

    • Revitalization of the joint free zones with Ajawarmma countries will contribute to the creation of creative business case revives the Iraqi trade and pour in the interest of the consumer and this Matantahjh most of the world with its neighbors.



    • Activating the role of the Central Organization for Standardization and quality control and put control over the work of monitoring and auditing to international standards on goods imported from abroad and goods.



    Finally, we hope that the legislative and executive branches adoption of these proposals and to work to promote the commercial reality in Iraq to picking all dividends and compensate Iraqi citizens long years of deprivation and the need for a simpler means of comfort and luxury, which suffered because of the circumstances experienced by our country and make it live in a simple affluence of the well-off this is a legitimate right to him in all the constitutions cosmic.
