The leaders of Asia and the Pacific have not been able to issue a final statement as usual at the end of the APEC summit in Papua New Guinea, a Chinese official said on Sunday.
Zhang Shao Gang, general director of the Department of International Affairs of the Chinese Ministry of Commerce, said Papua New Guinea would issue a "statement from the president" instead of the final statement.
Papua New Guinea's Foreign Minister Rimbenk Pato told Reuters on Sunday that conflicting visions in the region made it difficult to draw up a final statement as the United States and China unveiled competing ambitions in the region.

US Trade Representative: No Return To The Trans-Pacific Partnership Agreement

US Trade Representative Robert Laitheiser said on Sunday that the United States will not return to the Trans-Pacific Partnership Agreement after 11 remaining countries in the partnership agreed earlier to discuss ways to move forward without Washington.
Laitheiser, who is attending a ministerial meeting of the Asia-Pacific Economic Cooperation (APEC) forum, said his country favors bilateral, not multilateral, trade agreements, adding that several agreements are expected in the region.
"The United States has withdrawn from the Trans-Pacific Partnership Agreement and will not change its decision," he told a news conference in Hanoi, Vietnam. This does not mean we will not work in the region. "
"The president has taken a decision, which I certainly agree with, that bilateral negotiations are better for the United States than multilateral negotiations."
Asked why the United States refused to use an anti-trade rhetoric, he said he supported free trade but opposed unfair trade.
