    Experts questioned Iraq’s final exit from the sanctions “Chapter VII” of the United Nations Charter that was imposed after the previous regime’s invasion of Kuwait in 1990, after the statements that followed the payment of the debts incurred by it. The statements of the Ministry of Foreign Affairs last week were contradictory, as Foreign Minister Fouad Hussein made two separate statements, one of which affirmed that Iraq “finally exited” from the punishment of unjust international resolutions, and another expressed otherwise.
    A former member of the Parliamentary Foreign Relations Committee and current member of the House of Representatives, Dr. Muthanna Amin, explained in an interview with “Al-Sabah” that “there is nothing left for Iraq to get out of (Chapter VII),” and pointed out that “Iraq’s exit is a matter of time and no more, especially since all the requirements of United Nations resolutions have been implemented, the most important of which is related to the payment of compensation.”
    With regard to corruption in the International Commission for Compensation, Amin explained that “there is evidence of the corruption of that committee, but unfortunately there was no serious Iraqi move to follow up and prosecute its corruption, as international resolutions were arbitrarily applied.”
    For his part, Professor of International Law Sarmad Amer said, in an interview, that “terminating the file of compensation is one of a group of matters imposed on Iraq that must be resolved under Security Council resolutions 686 and 687 of 1991 represented by the paragraphs related to the return of Kuwaitis and nationals of other countries residing in Kuwait to their homeland or the return of their remains.” and the return of Kuwaiti property, including national holdings, that had been seized by the previous regime.
    He added that "this file is not released except by an explicit decision of the UN Security Council confirming that Iraq has left Chapter VII," and pointed out that "Foreign Minister Fuad Hussein stated through the website of the Ministry of Foreign Affairs that (Iraq exited Chapter VII), except He stated before the UN Security Council that he (hopes that Iraq will exit Chapter VII in the future), and according to Security Council resolutions, Iraq is obligated to return the missing and Kuwaiti national property, and these issues are pending so far, which means that Iraq has not come out of Chapter VII.
    Political researcher, Dr. Hassan Abdel Hamid, said in an interview: “There is a common misconception that Iraq has left Chapter VII after paying its debts, while the reality is exactly the opposite,” noting that “Iraq fell under the influence of Chapter VII has three sets of resolutions, the first since the date of August 2, 1990 AD, related to Iraqi obligations as debts to Kuwait, which we almost got out of, the second international resolutions after the occupation of Iraq in 2003 AD, and the presence of the United Nations mission operating in Iraq, which was formed to provide support and advice to the government Iraq, because Iraq is not fully qualified to manage itself according to the description of Resolution 1500, and it submits periodic reports on the situation of Iraq to the UN Security Council, and the presence of this mission to this day in Baghdad means that we are still under Chapter VII and we have not come out of it yet.
    He added that "the third set of international resolutions after ISIS took control of Mosul and the rest of the regions in June 2014, especially Resolution 2170, which put Iraq under separation."
     Seventh.
    "We have left the first set of decisions, and we are still under the weight of the second and third," he explained.
