The Parliament's Investment and Development Committee called for a review of the previous laws on investment, political prisoners, retirement, welfare, and social security in order to keep pace with modern developments.
Committee member Muhammad Al-Zayadi saw that “the country is moving from a socialist system to a decentralized and federal system,” adding that “until today there are still laws in force, including the laws of the dissolved Revolutionary Command Council, which are legislation that are not compatible with the federal system.”

Al-Ziyadi added, in an interview with “Al-Sabah,” that “the laws of the previous regime were reflected in some laws, including the investment law, on the basis of which the National Investment Authority and investment bodies in the governorates were formed. According to this law, the head of the National Investment Authority is trying to restore centralization and control of investment bodies in the governorates in contravention of the law.” Pointing out that “many ministries are trying to open investment offices in violation of the law, as they must refer opportunities to the National Investment Authority if they are federal or to the governorates if they are local, as overlap will hinder investment work and its progress.”
The representative pointed out that “the current proposals require everyone’s commitment to the applicable laws and instructions and are restricted by the law legislated by the House of Representatives and the Presidency.”

He urged the House of Representatives to “reread the applicable laws in a manner consistent with the democratic system, while recommending amending the laws on political prisoners, investment, retirement, care, and social security,” noting that “these laws created a rich class and a poor class, so work must be done to legislate laws that revive the middle class in order to "Restore stability to the country."
