    Baghdad/Al-Masala Al-Hadath: In a step aimed at strengthening the rights of people with disabilities and improving their status in society, Representative Hussein Arab revealed the meeting of the working committee and civil society institutions to discuss the law of people with disabilities and special needs.
    Representative Arab announced that work will be done to submit the law to a vote in the nearest session of the House of Representatives.
    This step received positive interaction, as Mustafa Al-Dulaimi, who is interested in Iraqi affairs, expressed on the X platform his appreciation for the committee’s efforts, saying, “Bless every effort made for the benefit of the citizen.”
    On the other hand, Dr. Talib Jabbar Hassan expressed his dissatisfaction with the level of the law and the Council of Ministers’ negative handling of the rights of people with disabilities, pointing to the policy of delay and neglect in dealing with their rights. Jabbar Hassan stressed that the House of Representatives was not sufficiently supportive of them, and called for the need to put pressure on the government not to delay the implementation of this law, which people with disabilities have been waiting for for a period of up to 11 months.
    On November 15, 2023, the vote was postponed on the draft law on the first amendment to the Law on the Care of People with Disabilities and Special Needs No. (38) of 2013, submitted by the labor and civil society organizations, legal, women, family and childhood, martyrs, victims and prisoners, and human rights committees.
    On February 11, 2024, the Labor Committee and civil society organizations held a meeting to discuss the Cabinet’s decisions on the voting version of amending the draft law on care for people with disabilities and special needs.
    The committee stressed the need to continue giving legal validity to the draft law and to hold meetings with executive authorities and international and local organizations concerned with people with disabilities to include the decisions and present the draft to a vote in the coming days.
    On January 30, 2024, the draft first amendment to the People with Disabilities Law was referred from the General Secretariat of the Council of Ministers to the Office of the Secretary-General of the House of Representatives.
    The draft law was included on the agenda of the upcoming House of Representatives sessions for discussion and voting on it.
    Efforts are continuing by the concerned authorities to ensure that all parties participate in discussing and improving the law before voting on it.
    These differing responses demonstrate the challenges facing the process of drafting and passing the People with Disabilities and Special Needs Law in Iraq, and highlight the importance of hard work and cooperation between concerned parties to ensure that people with disabilities obtain their rights and improve their status in society.
