So did it have any bearing on the vote that was to have taken place the last un meeting that didn't happen I wonder??

No, I think the article is talking about that the 30 day provision for replacement was not implemented, for a presdient since he is seeking treatment and now is recovering nicely. Just my opinion. Thanks
