US President Donald Trump's temporary ban on the entry of citizens from six Muslim-majority countries and all US refugees is due to begin later on Thursday, but to a limited extent still allows some travelers to enter.
The controversial procedure comes after a Supreme Court decision to enforce the Executive Order, but it is too narrow to exclude travelers or refugees who have a strong relationship with a person or entity in the United States.
The executive order is due to come into effect at 8 pm EDT (0000 GMT).
Late on Wednesday, the State Department said applicants for visas from Iran, Libya, Syria, Somalia, Sudan and Yemen should have close ties to an American family or official ties with an American entity to allow them to enter the United States.
Trump announced the ban in January, calling it a counterterrorism measure to allow time to develop a better security check. The decision caused chaos at airports, where officials found it difficult to enforce it and federal courts stopped working, while opponents argued that the measure was discriminatory against Muslims and that there was no security rationale behind it.
Courts also suspended a revised version of the ban issued in March.
The State Department's guidelines on the ban, distributed to all US diplomatic sites and seen by Reuters, identified close family ties as being a parent, spouse, child, son, daughter, son-in-law or son-in-law.
The Department of Homeland Security is expected to issue additional information today.
