    - The secretary-general of the Iraqi National Congress, Aras Habib, on Sunday warned that kidnappings or assassinations are becoming a "phenomenon" and called on the government to enforce laws in force.

    "The government should apply the laws in force to everyone," Habib said in a statement. "We have reached an approach in which we feel the importance of maintaining public security over everything."


    Habib warned that "kidnappings or assassinations are turning into something similar to the phenomenon and the cause of people's concern," adding that "the state can not assign a security man to every doctor or scientist."

    The National Congress explained that "the position of the Secretary-General comes at a time when the capital Baghdad witnessed a growing number of kidnappings and assassinations against a number of scientific cadres and security elements."
