    Minister of Labor and Social Affairs Mohammed Shiaa al-Sudani discussed with the World Bank Representative in the Middle East Saroj Kumar in the presence of the Special Representative of the Bank's Mission in Iraq Yara Salem stages of progress in the implementation of the social protection program in Iraq, as well as the project to support stability in the liberated areas.     Al-Sudani said during the meeting that "the security conditions in the country and the return of displaced persons to their areas has become an important reason for the implementation of vital projects to restore life and stability of the liberated areas, especially after the government set a date for elections in mid-2018, which must provide all the possibilities and conditions suitable for the return of displaced people to their areas So that they exercise their right to vote.
    He explained that the project to support stability and steadfastness provided by the World Bank is very important at this stage, but the Ministry of Labor has several observations on the project, based on past practices of the Ministry in the implementation and through its experience in the application of the law of social protection, pointing out that the limited project to give salaries for a fixed period May create chaos and unrest because workers in those areas may call for recruitment or employment in the event of a lack of support for them as they are looking for a chance or a sustainable source of livelihood and not temporary.
    He added that the ministry has put forward the soft loans project as a loan for the project in an attempt to alleviate the challenge of restoring stability while providing the same citizen's sustainability. He pointed out that the lending project is one of the best solutions for restoring stability to these areas. Applicants reached 12 thousand applicants.
    Al-Sudani said that the small projects will achieve the sustainability of the citizen and the source of living is stable and without benefits, pointing out that the ministry has ready data on those areas and can be direct disbursement within a month according to the contexts.
    He added that the ministry grants loans and gives a grace period of one year and the payment will be on five years as the training was linked with the loan project and give more differentiation to the trainees in obtaining loans, stressing that granting the citizen for a fixed period will not encourage him to return because he understood that the support is a sustainable source of livelihood and Temporary.
    He pointed out that the project to support stability and steadfastness in the liberated areas, especially in terms of wages for work, may face cases of manipulation and corruption in the distribution of funds compared to the loan project, which will achieve sustainable benefit for all, adding that this is the view of the ministry on the project and through discussion with all technicians at the time Who showed respect for the World Bank's view.
    For his part, the World Bank representative in the Middle East valued the position of the Ministry of Labor towards the project and said he would forward the ministry's proposal and observations on the project to the World Bank's administration to consider how to provide this support and split it in stages.
