    BAGHDAD (Reuters) - Corruption has enabled an outspoken takeover of power in Iraq in June 2014, officials and deputies said, stressing that Iraq's security and political stability would remain threatened by corrupt officials.
    In turn, the Parliamentary Integrity Commission confirmed that the estimated value of the amounts stolen during the past 12 years in Iraq was estimated at more than 200 billion dollars. 
    The officials, speaking to the Arab News website, said Iraq's security and political stability would remain threatened as long as corrupt officials continued to control the country's imports. 
    Nearly one-third of Iraq's territory fell into the hands of a hawkish organization in June 2014 after a sudden collapse of Iraqi army units. 
    Officials point to the role of financial and administrative corruption in the event that undermined the security establishment at the time.
    The parliamentary security and defense committee conducted an eight-month investigation into the crash, which announced in August 2015 that financial and administrative corruption played a major role in widening the gap between the local population of Mosul and the security services in charge of securing it. 
    The report said former Prime Minister Nuri al-Maliki had issued a list of people responsible for the fall of Mosul, where he was responsible for "appointing incompetent leaders. Moreover, the general atmosphere lacked the principle of holding corrupt security officials accountable." 
    In November, Prime Minister Haider al-Abadi formed an anti-corruption campaign. "It was the corrupt officials who took the public money who caused these disasters," Abadi said in a tweet last week. "He urged the occupation of these cities because of this corruption only."
    "Before the appearance of a da'ash, there was ample evidence that the governor of Mosul, Salah al-Din and Anbar, who fell into the hands of an advocate, were involved in a lot of state money thefts," said Talal al-Zobaie, head of the parliamentary integrity committee. 
    "The armed groups emerged as a result of this corruption, which sought to undermine the authority of the state and cover the thefts of the conservatives as it was intended to inspire others that a supporter is responsible for the real fall of those cities." Adding that "corruption provided cover for armed groups at a time of chaos, that is, it provided a cover for corrupt officials." 
    Musa Faraj, the former head of the Integrity Commission, which was founded in 2004 to fight corruption, agrees with Abbadi and Zobaie.
    "The relationship between corrupt officials and terrorism is a direct and undeniable relationship," Faraj said, "Corruption is aimed at gaining power, not just for money or wealth," he said, adding: "The acquisition of power requires headquarters, weapons, cars, militias, television stations and thousands of subordinates. Because of that, all Iraqi political parties have been involved in corruption since 2003. "
