Federal Court calls on parliament to form a Council of the Union

He pointed out that «the ruling confirmed that these two articles complement each other by issuing a law that includes the establishment of the Council of the Union and organize its composition and conditions of membership in the terms of reference and all related matters». He pointed out that «the House of Representatives in its decision, in accordance with the interpretation of the Federal Supreme Court, to invite the executive and judicial authorities and organizations and those concerned with the preparation of ideas and perceptions that belong to the Council of the Union in all dimensions and goals, in light of what is stated in the basic principles of the Constitution and the experiences of States in this area». "The decision of the Federal Court stressed the need to combine these ideas and perceptions and formulations to form the provisions of the law in accordance with the legislative contexts of the Council of State and then return the project to be discussed in the House of Representatives and a majority of two-thirds of the members of the Council." The Council of the Iraqi Union includes representatives of regions and governorates not organized in the territory and regulates its composition, membership conditions, terms of reference, and everything related to it by a law enacted by a two-thirds majority of the members of the House of Representatives.
