    The negotiating rounds conducted by Prime Minister Haider Abadi with the parliamentary blocs last week to convince the Shiite and Sunni forces to include their observations in a special annex to be approved by the government soon and send it to parliament.
    These parliamentary forces, which agreed with Abadi recently, require writing a signed agreement between them, in which the prime minister will not contest the articles that were agreed to be added to the federal court in exchange for voting on the general budget law. 
    The House of Representatives decided to continue discussing the draft federal budget law in the coming sessions after hearing the report submitted by the Finance Committee of the parliamentary and included all the proposals submitted by the blocs objecting to pass the budget. 
    The discussions with representatives of the Kurdistan region led to the adoption of part of its demands and included in the draft budget law, while some of its demands were not added. 
    This caused a quarrel between MPs who attended the meeting and the committee that read the report.

    The government sent the federal budget bill for 2018 to Parliament at the end of last November, in conjunction with the entry of the House of Representatives on the holiday of the third legislative term, which led to the postponement of discussion for one month. 
    The head of the House of Representatives Salim al-Jubouri had referred, earlier last month, the budget law to the Finance Committee of the parliamentary to prepare a final version and collect all the observations and objections that belong to the blocks and integration in the project.
    The parliamentary blocs gathered their observations on the draft law, which exceeded 35 observations stipulated by the government included in the draft for discussion in the House of Representatives. 
    The observations are focused on petrodollar allocations, age allocations in liberated areas, and the budget for the Kurdistan region. 
    The problem was further compounded by the government's refusal to take all the comments, considering it to be personal and electoral demands that would increase the public debt and be reflected negatively on the increase in the deficit. 
    The efforts of the Presidency of the Council of Representatives, when formed by a committee of members of the Finance, Legal, Economy and Investment Committees, assume the task of negotiating with the government to resolve the differences on the provisions of the budget of 2018, the Prime Minister refused to change or add any items on the draft budget law unless accepted by Principle in parliament.
    And warns these differences to disrupt the adoption of the federal budget law for the current year, which will reflect the inability to allocate sufficient funds needed by the Electoral Commission to complete its logistical preparations to prepare for the electoral process. 
    All these fears and problems have prompted the Prime Minister to negotiate rounds within the House of Representatives continued on Wednesday and Thursday of last week through which to reach understandings to pass the budget law. 
    John stresses that "the parliamentary blocs offered to the Prime Minister in writing an agreement to include the articles that will be amended to undertake not to appeal before the Federal Court," pointing out that "the two parties reached a conviction to sign this agreement."
    The most prominent points obtained by an agreement between Abadi and the Shiite blocs to allocate 5% for each barrel of oil produced for the oil-producing provinces instead of five dollars per barrel with the commitment of his government to pay differences to these provinces in the form of debt. 
    But the Christian MP said, "But things have not yet been resolved and need further negotiation between Abadi and parliamentary blocs to mature the idea and the formulation of this agreement," revealing that "the government will ensure these points agreed upon in a new annex and sent to parliament." 
    Two days ago, Abbadi met at the government palace with the head of the Union of Iraqi Forces Salah al-Jubouri and the chairman of the Finance Committee, Mohamed Tamim, and discussed with them the remarks of the Sunni forces on the budget law and ended the meeting by agreeing to include most of the comments in the new annex.
    "The meeting with the prime minister ended with an agreement to allocate three million dinars to each displaced family," said MP Raad al-Dahlaki in a statement to Al-Mada. "The meeting resolved most of the points of contention that were demanded by the Sunni forces." 
    The meeting also resulted in the release of job grades that were suspended in 2016 with the addition of salaries and loans to citizens whose homes were demolished without interest. 
    Dahlaki notes that "this agreement needs to be written in legal formations by the Ministry of Finance and submitted to the Council of Ministers for a vote and sent to the House of Representatives."
    In turn, confirms the decision of the Parliamentary Finance Committee MP Ahmad Hama Rashid in an interview with (range) that "the Prime Minister agreed with the Sunni forces and Shiite blocs to include some of the articles that demanded amendment, but ignored the demands of the Kurdish forces," pointing out that "the Kurdish blocs will boycott Meetings in which the federal budget is presented. " 
    Rashid said that "the Kurdish forces demanded a change in oil prices approved in the general budget of $ 46 per barrel to $ 50 in order to provide sufficient funds to raise the budget of the Kurdistan region," noting that "Abadi argued that there are insufficient allocations to increase the share of the Kurdistan region of the budget" .
