    Leaked documents from the Foreign Ministry revealed suspicions of millions of dollars of corruption in the purchase of buildings for the ministry in a number of countries.
    According to one of the documents issued by the Office of the Inspector General of the Ministry of Foreign Affairs on 26/7/2016, addressed to the General Secretariat of the Council of Ministers, which is the answer of the Integrity Committee on the investigation of the "suspicion of corruption in the purchase of the building of the Consulate General of the Republic of Iraq in the state of Los Angeles, .
    "The Office of the Inspector General of the Ministry of Foreign Affairs" is still checking information that there is suspicion of corruption in the purchase of real estate in the German capital Berlin and the Norwegian capital Oslo. "
    The other document is the minutes of the investigative committee, which began in January 2016, "investigating the circumstances of the purchase of the Consulate of the Republic of Iraq in Los Angeles, and the seizure of statements of members of the Committee of purchase after the recruitment of the missions working."
    According to the document, "one of the members of the committee Ahmed Mohamed Ali / assistant engineer working in the Office of the Inspector General, did not attend to listen to his testimony, despite the approach of the Administrative Department to attend the Committee."
    Investigative Committee concluded that "proved the existence of inconsistencies in the statements of the Purchasing Committee and the former mission accountant, where the whole all members of the committee that Ahmed Nazim Jawad / Minister Plenipotentiary Consul General of the Republic of Iraq in Los Angeles, was attending the negotiation of the purchase of the building consulate on an ongoing basis" .
    According to the document, "the members of the committee in charge of procurement held several meetings with the Consul General in Los Angeles, Ahmed Nazim Jawad, Minister Plenipotentiary, and considered 11 offers to the consulate, including the presentation of the building that was purchased."
    The report states that "the report of Ahmed Mohamed Ali / Assistant Engineer, representative of the Office of the Inspector General of the Committee, confirmed that, through deliberations between the members of the Purchase Committee and the Consul General in Los Angeles, settled the purchase of the building listed in sequence (first) of the minutes of the Committee of Purchase, Nine million and 300 thousand dollars. "
    The committee found that there was a discrepancy in the testimonies. All the members of the committee supported the presentation of the building which was purchased within the framework of the offers prepared by the consul-general, except for the mission's accountant who denied in his testimony. It was the sending committee that got the offer of the building. "
    According to the document, the investigative committee "did not find the real price of the property that was purchased because the Committee did not buy the cost of using the competent authorities in the United States of America for evaluation before buying."
    The Commission concluded that "it was unable to substantiate or deny the allegation of corruption in the contract for the purchase of the Consular Building. However, it noted through the recording of statements that the Consul General and the Chairman of the Procurement Committee and the former Accountant of the Mission had a discrepancy in evidence, The decision of the Procurement Committee and the report of the representative of the Office of the Inspector General of the Commission ".
    According to the document, "the timely use of a specialized office to evaluate property to find out the value of the property that was purchased."
    The investigative committee recommended that "the investigation be referred to the Integrity Commission based on paragraph (3) of the investigative committee's minutes for the purpose of investigating the matter and according to jurisdiction."
