announced the Speaker of the US House of Representatives, Nancy Pelosi , on Friday evening, refusing to declare President Bush, Donald Trump , his intention to impose a national emergency against the backdrop of the split between him and the Democrats in Congress to fund a wall border with Mexico to reduce illegal immigration. 

"The president's illegal declaration of a non-existent crisis is causing great damage to our Constitution and making the United States less secure," Pelosi said in a joint statement with Senate Democrats, Chuck Schumer .
"The president's actions clearly violate the exclusive power of congressional spending," Pelosi said. "Congress will defend our constitutional powers in Congress, in the courts and at the public level, using every possible means." 

Earlier, the US Senate approved the bill on state funding, which provides for the allocation of funds to build the wall on the border with Mexico, and passed the House of Representatives in Congress the law.
