    Between MP from the coalition of state law Mansour al-Baiji, Tuesday, that the coalition of victory and the rule of law and the stream of wisdom agreed to form an alliance within parliament, pointing out that the parliamentary system failed in Iraq and must go to the presidential system.
    Al-Bayji said in a televised statement that "there is a new alliance consisting of 80 deputies may be formed soon, as both the coalition of victory and the rule of law and the stream of wisdom agreed in principle to form a parliamentary alliance."
    "The Finance, Security and Integrity Committees have hindered the naming of committee chairmen, and the disagreement is centered around the Security, Finance and Integrity Committees."
    "The parliamentary system has failed in Iraq and must go to the presidential system," he said.
