The ministers insisted that recent Iranian actions beyond the thresholds for uranium enrichment set by the nuclear deal do not necessarily involve a violation of the agreement as a whole, although it violates the two most important items related to the proportion and volume of enriched uranium and heavy water.
EU foreign policy chief Federica Mugherini said on Monday that the remaining parties to the nuclear deal did not consider Tehran's breaches "a major lack of commitment."
"We note that all the steps taken - and which we regret - are technically reversible, so we hope and call on Iran to reverse the steps," Mujerini said.

Before the meeting, Iranian President Hassan Rowhani reiterated that his country was prepared to negotiate with the United States if Washington ended economic sanctions, while Tehran's foreign ministry urged the European parties to agree "to take practical, effective and responsible decisions" to save it.
In turn, US Secretary of State Mike Pompeo rejected Rohani's proposal and told the Washington Post that it was "the same offer he made to John Kerry and Barack Obama," referring to an agreement that the administration of President Donald Trump sees as the worst historical agreement the United States United Nations.
