[size=45]The parliamentary oil and energy committee has been in negotiations for more than two weeks with various parliamentary parties, trying to whistle out the differences that prevented the legislation of the oil and gas law three years ago.[/size]
[size=45]The first steps taken by the Parliamentary Committee is to send a letter to the Council of Ministers, which advised it to complete its amendments to the draft law and send it to Parliament within a period not exceeding one month or to legislate a law set by the Committee.[/size]
[size=45]On the other hand, a delegation from the Kurdistan Parliament visited Baghdad several days ago and met with several parliamentary committees, and focused his discussions on finding a road map to address the problem of oil exports through the legislation of the broken and important laws that end the outstanding crisis between the federal government and the Kurdistan region.[/size]
[size=45]Reveals the Chairman of the Committee on Oil and Energy in the House of Representatives Hippet Halbousi in a statement to (term) on the start of the first negotiating rounds with the political blocs to "pass the draft law of oil and gas inactivated since four parliamentary sessions," pointing out that "continue with the blocs of the National Union and the Kurdistan Democratic , And discussed with them points of contention to the passage of the draft law.[/size]
[size=45]The House of Representatives has been unable for three consecutive parliamentary sessions to decipher the differences that hindered the passage of the oil and gas law after the introduction of the first version of the law in 2007 and fell after a large reservation of Kurds in the House.[/size]
[size=45]The first draft gave the Council of Ministers the power to approve the general oil policy, including exploration, production and transportation, and restricted marketing through the National Company SOMO, which was rejected by the Kurdistan Regional Government and codified in violation of the Federal Constitution. Article (112) of the Federal Constitution requires the government, regions and oil-producing provinces to cooperate in the formulation of strategic policies necessary for the development of oil and gas wealth. With population distribution throughout the country, with a fixed quota for the affected regions.[/size]
[size=45]Al-Halbousi added that his committee decided to hold four meetings during the coming period to discuss the points and controversial items that hindered the passage of the draft oil and energy law, revealing that he sent a letter two weeks ago to "the Prime Minister asking him to send the draft oil and gas law to parliament for a vote." He explained that "in case the government delays in sending the draft oil and gas law, the Oil and Energy Committee will be forced to submit a new law proposal," pointing out that "the Ministry of Oil is currently studying the amendment of the draft oil and gas bill and will send it to the Council of Ministers for a vote at its next sessions."[/size]
[size=45]The differences between the blocs and the parties over the past years have produced more than three versions of the oil and gas law; the first existed since 2007 rejected after the objection of the Kurdistan Alliance. The third is a bill proposed by the Parliamentary Oil and Energy Committee in 2011 but rejected by various parties. The deputy from Anbar province that "it is necessary to resolve the disputed areas in order to create the appropriate atmosphere to pass the law in the House of Representatives," pointing out that "the President of the House of Representatives sent another letter to the government asking to send oil and gas law."[/size]
[size=45]The most important points of objection to the passage of the draft oil law is about how the composition and powers of the Council of the Union of oil, and the nature of the proceeds of oil money and to whom will be, and give powers to the provinces in the management of the oil institution, and what administration includes determining the powers of the minister and the oil institution in accordance with the Constitution .[/size]
[size=45]Heibet Halbousi that he "received an invitation from the Committee of Natural Resources in the Parliament of the Kurdistan Region to meet with them and discuss the controversial points to the legislation of the oil and gas law."[/size]
[size=45]The oil and gas law is based on three main elements, namely the formation of the National Oil Company, the establishment of the Federal Oil Council, and the development of a specific mechanism to deal with international oil companies that are engaged in oil production in Iraq.[/size]
[size=45]A member of the oil and energy parliamentary committee Ghalib Mohammed Ali Shukr that "there is a parliamentary movement towards zeroing the differences in the passage of the oil and gas law," pointing out that his committee "gave the government a period of one month to send the oil and gas law and vice versa we will move to submit a new law proposal in the House of Representatives." .[/size]
