A parliamentary committee reveals the existence of differences on the draft law on elections to the House of Representatives

The Committee of Regions and Provincial Parliamentary Affairs revealed that there are differences on the draft law on the election [url=https://www.thebaghdadpost.com/ar/Story/t/137/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%86%D9%88%D8%A7%D8%A8]of the House of Representatives,[/url] which [url=https://www.thebaghdadpost.com/ar/Story/t/137/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%86%D9%88%D8%A7%D8%A8]the House of Representatives[/url] recently discussed.
"There is disagreement about the percentage of representation 100% or 50% of the electoral lists, and the adoption of individual representation or multiple constituencies," said the committee member, MP Sherwan Dobardani.
He added that "there are other differences related to the age of the candidate and the certificate of education and representation of the provinces and the distribution of quota for women, as well as with regard to dual nationality to hold one nationality during his participation in the elections or after winning the elections." He pointed out that "these differences are normal between the political blocs, and will be resolved by agreement during the coming days, and to meet the aspirations of the street to legislate a new law."
For its part, confirmed the parliamentary legal committee, not to change the rate of 50% of the electoral lists within the draft electoral law[url=https://www.thebaghdadpost.com/ar/Story/t/137/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%86%D9%88%D8%A7%D8%A8]The House of Representatives[/url] prepared by the Government.
The Vice Chairman of the Committee, Mohammed al-Ghazi, in a press statement: "The controversial points in circulation is not deep, and political blocs in the process of passing the law in its new form." He pointed out that "some technical details require the consultation of legal specialists to mature the sobriety of the law to be applied by the new commission, which will need a factor of expertise to manage the next electoral process."
He added that "the proportion of representation 50% of the electoral lists are at the origin of the draft prepared by the government, and will be added to the new proposals prepared by the parliamentary committee, including multiple constituencies and the adoption of the winner of the highest votes for the electoral seat." He pointed out that "the parliamentary committee may not change the proportion of 50% for the lists of individual and electoral lists, but will add new proposals for these articles that would amend the electoral system by adopting the highest votes."
He added that "the setting of a seat for every 100,000 voters requires a constitutional amendment, and there is ongoing debate within the parliamentary committee to reach a legal exit does not conflict with the constitutional text."
