, economist Mohammed al-Samarrai confirmed on Sunday that the general budget for 2020 will not see the light until after the formation of the new government.
Al-Samarrai told Mawazine News that the caretaker government does not have the authority to send the budget law to the House of Representatives, according to the provisions of the constitution and the internal system of the Council of Ministers stipulated in Article 42 thereof.
He added: "Because the legal description of the caretaker government is understood from it, determining the authority of the resigned government with very narrow limits that do not exceed the conduct of state institutions without going into any financial, contractual or legal obligations that cast a shadow over the program of the next government, which will have a governmental, political and economic program that is responsible for it."
He pointed out that "the caretaker government with limited powers is a transit or transitional stage between the stage of the previous and new governments, and that the House of Representatives does not have the authority to authorize or delegate the caretaker government the authority to prepare and send the budget law because it simply does not have such authority at all and that pushing in this direction Or the introduction of it is considered null from the constitutional point of view and a clear violation of the provisions of the constitution, and therefore the Iraqi state budget will not see the light until after the formation of the new government.
He pointed out that "delaying the approval of the budget will not affect the continuity of the payment of salaries at all, because salaries are expenditures that are not affected by the approval of the budget law." Ended 29 / r
