    The oil economist, Nabil Al-Marsoumi, revealed a legal loophole adopted by an interpretation of the Kurdistan region that made him refuse to manage its oil fields from the central government in Baghdad.
     
    Al-Marsoumi said, in a clarification received by “Yass Iraq,” that “Kurdistan relies on its rejection of joint management of oil fields in the region on Article 112 first of the Iraqi constitution, which states the following: (The federal government manages the oil and gas extracted from the current fields with the governments of the producing regions and governorates. ), And the region interprets this article by saying that joint management is limited to the current producing fields until 2005, the year in which the Iraqi constitution was promulgated, and therefore Kurdistan's oil fields do not apply to this article.
    He added, "The truth is otherwise because it is known in the oil literature that the current fields are not limited to producing fields only, but also include explored and undeveloped fields. Therefore, most of the oil fields in Kurdistan are covered by joint management, while the exploration blocks are only and they are very few whose management falls within the powers Territory Exclusivity ”.
    He points out that “on the other hand, the region has signed several contracts in the period preceding the issuance of the constitution in 2005, including:
    1. The Taq Taq field contract: The Taq Taq oil field is one of the important fields in Kurdistan, and it is located in the Erbil governorate, and it is a company (Ttopco)) with (Turkish General Energy) company and their respective shares are (60%) and (20%) respectively. The contract was signed in 2002
    2. The Tawke field contract: The contract was from the Norwegian company DNO (55%) and Generl Energy (25%) and the region’s share was (20%). The contract was signed in 2004, and amendments were made to the contract. The field is located in Dohuk Governorate, near the Turkish-Syrian border, and in 2011 the recoverable reserve reached (370) million barrels.
    3- The Erbil contract: It is a contract for the Norwegian company (DNO) and (New Age) company, and the share of each of them is (40%). The contract was in 2004.
    The regional government has also signed a number of contracts to extract oil from the disputed areas, such as the contract for the Ain Sifni field, which is located in the Sheikhan district in the northeast of Nineveh governorate, about 50 km, and it is administratively affiliated to Nineveh Governorate, but the region has taken control of it due to the weakness of the role The state, and the oil field was contracted for its investment and in order to introduce some areas of the Nineveh Plain to the lands of the Kurdistan Region
