Their number exceeded thirty thousand ... contract employees in Wasit are demanding their confirmation and paying their salaries, and threatening to stage a sit-in.
Wasit / Jabbar Pay
Contract employees and daily wages in Wasit governorate organized a protest stand in front of the governorate office building to demand that they be installed on permanent staff, include them in degrees of deletion and innovation, and pay their overdue salaries for several months,
While they received good assurances from the local government, confirming the inclusion of everyone in Resolution 315 and the opening of their own job files, similar to the employees on permanent staff, they confirmed that if their demands were not met, they would have a protest stand in front of Parliament in Baghdad.
The status of contract employees is given to a large number of persons appointed as a contract or a daily wage within the Wasit Fund or to regional development projects, lecturers, administrators, guards and craftsmen appointed in the governorate's education in addition to the daily procedure in the health departments and municipal departments and the free workers in all departments and whose number increases Currently, about 30 thousand people in various specialties.
"The purpose of this pause is to convey our voice to the local government to play its role in communicating it to the Cabinet Secretariat and Parliament to include our rights in the budget before it is approved," said Muhammad Amer, one of the contractors for the Wasit Fund.
He added, "Some of us have gone on for more than ten years as a contract or a daily wage, and we have provided great services to the departments in which we work, but what is unfortunate is that our salaries are sporadic and we have not received them regularly even though they are few."
His colleague, Muhammad Abdullah, a master in history and contractor to work in the municipality of Kut, said, "It is unfair that we continue in this situation. We work throughout the week, but our salaries are very low and sporadic, and our fate is unknown."
He added, "What we aspire to and want to be included in Resolution 315 of 2019 at the very least, it is almost a guarantee for us and our job rights, especially since the majority of the members of this segment perform the work and duties of the permanent employee and fill vacancies in schools as well in all departments."
Pointing out that "the demands are clear and specific that do not go beyond the inclusion of everyone in Resolution 315, their transfer to ministerial contracts, and the guarantee of their salaries according to the certificate and years of service, in addition to the inclusion of all in the degrees of deletion and creation, each within his ministry and the department in which he works."
For his part, the Governor of Wasit stressed during the meeting with the Coordinator of Contracts Employees to stand firm with them and demand their rights and strive to include their salaries in the budget in a clear and explicit paragraph that does not accept controversy and interpretation.
He said, "We renew our complete stand with them and strive to fulfill the demands of this segment that has endured a lot and served the homeland and the province with all sincerity, and we are in dire need of them and their services, because of the seriousness, competence and dedication they enjoy in working with different specializations."
And he said, "We call on all the representatives to include the entitlement of contract holders and a clear paragraph that does not accept interpretation or substitution, and resolving their issue definitively, and not leaving the matter to the jurisprudence of the Ministry of Finance and the need to refer to all contract holders and the free one so that none of them is underestimated."
He explained, "We, as a local government, settled all of them and transferred them to ministerial contracts according to Resolution 315 of 2019, with opening files for them, each in his department, similar to the employees of the permanent staff, and their inclusion in all the paragraphs and rights mentioned in the text of Resolution 315, including calculating the years of service for the purposes of appointment and competition for grades Next job ».
Stressing that "the categories that were included in this are all of the Wasit Fund support staff, regional development contracts, lecturers, administrators, guards and craftsmen in Wasit education for previous years, including 2020, in addition to the daily procedure in health, municipal departments, and the free in other departments in the governorate."
The Council of Ministers issued Resolution 315 in its thirty-fifth session, held on September 8, 2019, which stipulated the adoption of mechanisms to deal with the conditions of workers as contracts and a daily procedure in government institutions, to complete the procedures for converting daily workers into contracts, and for the Federal Board of Financial Supervision to count their numbers and classify them according to For their academic achievement.
The Council obliged the contracting parties to localize their salaries in order to undertake the financial provision of the required allocations and to grant entitlement to the contractor to work in the private sector, provided that there is no conflict between the two parties and he has the right to complete his primary and higher studies, provided that it does not conflict with the working hours specified in the contract according to his desire, with no objection to granting him A study leave for the purpose of developing the department's work and with the approval of the minister or head of the entity not associated with a ministry or the governor, in line with the department's need for his specialization, and the contractor is also entitled to be delegated and allowed to head committees and executive positions except for higher ranks.
