    [size=45]For his part, the Governor of Wasit stressed during the meeting with the Coordinator of Contracts Employees to stand firm with them and demand their rights and strive to include their salaries in the budget in a clear and explicit paragraph that does not accept controversy and interpretation.[/size]

    [size=45]And he said, "We call on all the representatives to include the entitlement of contract holders and a clear paragraph that does not accept interpretation or substitution, and resolving their issue definitively, and not leaving the matter to the jurisprudence of the Ministry of Finance and the need to refer to all contract holders and the free one so that none of them is underestimated."[/size]
    [size=45]He explained, "We, as a local government, settled all of them and transferred them to ministerial contracts according to Resolution 315 of 2019, with opening files for them, each in his department, similar to the employees of the permanent staff, and their inclusion in all the paragraphs and rights mentioned in the text of Resolution 315, including calculating the years of service for the purposes of appointment and competition for grades Next job ».[/size]

    [size=45]The Council of Ministers issued Resolution 315 in its thirty-fifth session, held on September 8, 2019, which stipulated the adoption of mechanisms to deal with the conditions of workers as contracts and a daily procedure in government institutions, to complete the procedures for converting daily workers into contracts, and for the Federal Board of Financial Supervision to count their numbers and classify them according to For their academic achievement.[/size]
    [size=45]The Council obliged the contracting parties to localize their salaries in order to undertake the financial provision of the required allocations and to grant entitlement to the contractor to work in the private sector, provided that there is no conflict between the two parties and he has the right to complete his primary and higher studies, provided that it does not conflict with the working hours specified in the contract according to his desire, with no objection to granting him A study leave for the purpose of developing the department's work and with the approval of the minister or head of the entity not associated with a ministry or the governor, in line with the department's need for his specialization, and the contractor is also entitled to be delegated and allowed to head committees and executive positions except for higher ranks.[/size]
