    It costs 3 government agencies, or what represents 6% of all Iraqi government institutions, costing the state half of the total salary funds in Iraq, for various reasons that may relate to the high value of salaries for these entities as well as the large numbers of their members.
    According to the person interested in economic affairs, Manar al-Obeidi, "the salaries of the Iraqi government represent 51% of the total government expenditures, and it is noticed that out of the total of 43 ministries and government agencies, only 3 bodies whose salaries represent 50% of the total salaries of the ministries and bodies, which is equivalent to 25% of the total expenditures. “.
    Al-Obaidi explains that "these bodies are the Ministry of Interior, the Ministry of Defense, the Council of Ministers and all the bodies affiliated with the Council."
    He indicates that "17 government agencies out of the 44 entities whose salaries represent 94% of total salaries, while the rest of the 26 ministries and agencies represent only 6% of the total salaries of the Iraqi state."
     
    Al-Obaidi shows that “the salaries of the three authorities represent 25% of the total expenditures of the Iraqi state, and although the percentage is very large, it is noticed that the annual growth rates in the salaries of the three authorities are still high and that the salaries of the three parties are increasing annually, as the salaries of the Ministry of Interior increased by 15 "Over the past four years, the Ministry of Defense’s salaries have grown by 26%, while the salaries of the Council of Ministers and the bodies affiliated with it have increased by 55%."
