, MP Mazen Al-Faili said, on Wednesday, that oil licensing rounds contracts were neglected and disrupted national capacities, and in return, huge sums of money were paid to foreign workers.
Al-Faili said, in a statement received by Mawazine News, a copy of it: "We previously mentioned a set of observations on the oil licensing rounds contracts that harmed the country's wealth and economy, and we refer to other points, the most important of which are:
1- The oil field contracts in Basra Governorate have delegated the powers of work. The entirety of the foreign operator, which led to the disruption of the capabilities and expertise of the national staff in the installation and operation of equipment, which requires amending the contract to ensure that the national staff is more involved in the installation and operation of equipment.
2- The foreign operator contracted with an Iraqi company to operate manpower, and a commission of 14 percent of the nominal salary of the contractors was paid to the public treasury without justification. For workers and a mechanism to pay them!
3- The control report states that the average daily wage for some security elements contracted with by foreign companies is (600) dollars per day, and some of them (886) dollars per day.
4- The increase in the costs of studies and research for the Halfaya oil field operator during the year 2015, reaching (109) million dollars, compared to the year 2014, which amounted to (78) million dollars, which indicates that the workers of the field operators of foreign cadres do not have the scientific qualifications that help them conduct studies Regarding petroleum operations, as well as the passage of many years since the contract became effective, and the technical and technological operations of the field have been stable.
5- The foreign operator has set a salary scale according to the classifications specified by him that includes the basic salary in addition to risk allowances, a certificate, and others ranging from (170% to 245%) of the basic salary.
6- The employment policy did not include a mechanism for determining salaries, allowances and other benefits for non-Iraqis in order to be compared with the salaries of Iraqis and others.
7- The high amount of contracting to provide medical services compared to the prevailing salary rates in hospitals, for example, the monthly salary of a Chinese doctor (38) thousand dollars and the salary of a Chinese nurse (18) thousand dollars per month!!.
8- The salaries of the 80 employees of the Dubai office were paid and considered as recoverable petroleum costs, contrary to Article (1/36) of the contract.
9- High rates of workers’ wages without justification. For example, the average hourly wage for employees in the Dubai office amounted to (494) dollars, and the total monthly salary of only two employees amounted to (200) thousand dollars.
10- The monthly salary of four employees in the Halfaya field reached (233) thousand dollars.
11- The monthly salary of (34) employees in Dubai and Halfaya amounted to (1,3) million dollars.
