    Today, Sunday, the Independent High Electoral Commission gave good news to its contractors by announcing the approval of the Council of Ministers to create job grades, for the purpose of confirming contractors with the Electoral Commission.
    The Commission stated, in its weekly speech, according to a statement received by the "National News Center", that "the Board of Commissioners renews its national commitment to conduct the upcoming electoral event with integrity, transparency, impartiality and justice on its scheduled date on the tenth of next October, as the Electoral Commission has completed all technical preparations." With the support and advice of the United Nations Electoral Assistance Team, which will enable it to conduct the upcoming electoral process, the Board of Commissioners has accordingly approved all regulations and instructions regulating the conduct of the electoral process in accordance with the timings of the operational schedule.
    The statement added, "The Council approved the spread of polling stations and their affiliated stations for public and private voting, as well as the completion of the voter register for general voting, which included (23,986,741) voters who will vote in the 8,273 polling stations, at a rate of (55,041). ) a polling station that includes about (450) voters for one station, in addition to the special voting that will take place on 10/8/2021 through the biometric card exclusively according to the electoral law No. 9 of 2020, which includes the armed forces of (1,075,727) voters, They will vote in the 595 polling stations that include 2,584 polling stations, not to mention the 120,126 displaced voters who will vote in the 86 polling centers with 309 polling stations.”
    He continued: "In line with these achievements, the Commission has completed the majority of its technical logistical preparations for the voting phase, which includes sensitive and non-sensitive materials, designing the ballot paper, which is in the final printing stages, and completing the directory and publication of the candidates, whose number reached (3249) candidates approved by the Board of Commissioners."
    He continued: “With the launch of the campaign for candidates since 8/7/2021, the Electoral Commission signed a memorandum of cooperation with the Municipality of Baghdad and the Media and Communications Commission and coordination with the municipal departments to support the main and sub-committees formed by order of the head of the electoral administration, Judge (Abbas Farhan Hassan) to monitor and follow up on the candidates’ campaigns and ensure Its compliance with the terms of the electoral campaign system approved by the Board of Commissioners. As well as coordinating work with the Supreme Election Security Committee, which assigned the hotline number (5669) to report electoral security violations and electoral violence.”

    He pointed out that “in order to ensure the transparency of the electoral process, and to allow a wider scope for its monitoring, the IHEC laid the foundations and regulations for accrediting observers, local and international media, and agents of political parties, as identification identities for these groups were printed through the Department of Information and Mass Communication and proceeded to hand them over to the electoral governorate offices according to A plan prepared by the commission in coordination with the Supreme Security Committee for Elections, as local identities will be distributed through the electoral governorate offices in the next few days, while international identities will be approved in the national office and the office of the Kurdistan Region Elections Commission.”
    On the other hand, with the receipt of 2,431,000 biometric cards from the Spanish company Andra, the process of distributing the cards began on the fifth of August through the registration centers of the electoral district offices throughout Iraq, as well as the The management of mobile teams, as the total number of biometric cards printed reached (17,095,230) cards.
    She explained, "Among the ongoing preparations to prepare for the electoral process, the IHEC has secured the required numbers of polling employees for one day, as the number of applicants has exceeded more than (800) thousand applicants for work, to select (308,297) polling employees, and they will be selected by the specialized committee in this regard in National office according to the lottery process.”
    And she indicated that "out of the keenness of the United Nations Electoral Assistance Team (UNAMI), the UN team is communicating with all electoral governorate offices to support and keep pace with the procedural, logistical and security technical preparations for the two phases of distributing the biometric voter card and the voting process carried out by the electoral offices and the extent of their readiness in preparation for the upcoming electoral event on October 10. 10/2021. The visit included inspecting the electoral materials warehouses of the commission to see the safety and security of the warehouses and the security measures taken to protect them and to ensure their readiness for the elections.
    The Commission concluded, “On the other hand, the International Foundation for Electoral Systems (IFES) provides technical and media support to the work of the Commission through its experts in the field of operations. Training workshops in Erbil, where the first level of hierarchical training was carried out targeting (238) employees from the “training” and “registration centers” divisions in the electoral governorate offices, in addition to training (12) trainers from the “National Office: Procedures and Training Division” on Public and private polling, counting and counting procedures, and training focused on how to deal with electronic devices used in the voting process. In the aspect of media and mass communication, the International Foundation (IFES) recently contracted with two solid production companies to work on producing advertisements to support the media campaign carried out by the Commission.”
    She concluded by saying, "The Council of Commissioners strives to install contract employees through many continuous official correspondences to the relevant authorities, through official letters addressed by the Chairman of the Council of Commissioners, Judge (Jalil Adnan Khalaf) to the Prime Minister, the last of which was the book in which the urgent need was confirmed. The Commission has the right to install operational contract employees who have technical and administrative experience and who are attested to their good conduct on the permanent staff, as these correspondences resulted in the approval of the Council of Ministers to create job grades; For the purpose of confirming the contractors with the Electoral Commission, whose service exceeded (5) years or more, based on Article (61/b) of the Federal Budget Law.”
