    Today, Tuesday (November 19, 2024), the Council of Ministers issued a number of new decisions, including the appointment of two general managers.
    The Prime Minister's Media Office said in a statement received by "Baghdad Today", "Prime Minister Mohammed Shia Al-Sudani chaired today, Tuesday, the forty-seventh regular session of the Council of Ministers, during which the latest developments in the country were discussed, important files in various fields were discussed, and the progress of implementing the government program with its working priorities."
    He added that "the Council followed up on the developments and conditions in the region, where the Prime Minister confirmed that the message sent by the Zionist entity to the UN Security Council represents a pretext and excuse to attack Iraq, and to achieve the entity's ongoing efforts to expand the war in the region."
    Al-Sudani stressed, according to the statement, "that Iraq rejects these threats, and that the decision of war and peace is a decision in the hands of the Iraqi state, and no party is allowed to confiscate this right," noting "Iraq's refusal to enter the war, while adhering to the principled position of ending it, and seeking to provide relief to the Palestinian and Lebanese peoples."
    He directed "holding an emergency meeting today of the Ministerial Council for National Security, to follow up on developments and confirm the Iraqi position."
     Within the framework of official and popular support for the people of Gaza and Lebanon, and in order to provide them with the necessary relief materials, in light of the harsh conditions they are exposed to, and within the government’s approach to encouraging voluntary work and initiatives, the Council of Ministers voted to approve opening the door to voluntary donations for all state employees and members, by deducting (1) percent of the salary, allowances, and retirement salary, for those who wish to do so, and the amount is deposited in the Gaza and Lebanon support accounts equally, or according to the priorities determined by the Prime Minister, provided that this decision is implemented starting from December 1, 2024.
    The Council considered the topics on the agenda and took the necessary decisions regarding them.
    In following up on the affairs of the agricultural sector, consolidating food security, and based on the directives of Prime Minister Mohammed Shia Al-Sudani, the Council approved the Ministry of Trade receiving the barley crop for the areas planted outside the agricultural plan for the year 2024.
    In fairness to the workers in the oil sector, and in order to obtain their legally guaranteed dues, it was agreed to exempt the oil companies affiliated with the Ministry of Oil by releasing (50) percent of the employees’ profits if the Federal Financial Supervision Bureau approves their financial statements, without adhering to what is stated in the instructions to facilitate the implementation of the Federal General Budget Law for the three fiscal years (2023 - 2024 - 2025), based on the provisions of Article (34) of the aforementioned instructions, and the Ministry of Finance addressing the issue of the debts of the aforementioned companies; to enable them to pay the share of the public treasury, provided that the boards of directors of the companies bear the accuracy and integrity of the data and their procedures.
    In the field of administrative reform and performance evaluation of officials in government institutions, the Council of Ministers approved the appointment of 8 general managers in various ministries, based on the performance evaluation criteria adopted by the Council.
    In the education sector, the following was approved:
    1- Replacing the founding body of Al-Taf Private University College from the Iraqi Teachers Syndicate/Karbala Governorate Branch, to (9) founding body members from the teaching professors referred to retirement, based on the provisions of the Private Higher Education Law (25 of 2016).
    2- Urging the Ministry of Higher Education and Scientific Research to complete instructions to facilitate the implementation of the provisions of the Private Higher Education Law (26 of 2016) to address the issue of withdrawal, death and replacement of members of the founding bodies of private universities and colleges.
    In continuation of the government’s approach of communicating with unions and federations, and hosting union officials in Cabinet sessions, the session witnessed the hosting of the head of the Dentists Syndicate, and the following was approved: 
    Forming a committee headed by the head of the Legal Department in the General Secretariat of the Council of Ministers and including a representative of the Board of Advisors, the President of the Iraqi Dentists Syndicate, and a representative of the Ministry of Health, to study the demands stated in the aforementioned Syndicate letter, and to submit its recommendations within (30) working days, starting from the date of issuance of this decision. The committee may host whomever it deems appropriate in its meetings to complete its tasks.
    In order to ensure the continuity of electrical energy and raise the level of its provision to the governorates, the Council decided to stop implementing what was stated in Paragraph (7) of Cabinet Resolution No. (24600) of 2024, according to the details provided by the Ministry of Electricity.
    In the path of government support for sports in general, and for the national football team in particular, the Council approved the Ministry of Finance allocating an amount of (4) billion dinars to the Iraqi Football Association for the purpose of completing the obligations related to the contract of the national football team’s training staff, and the preparations for the national team’s participation in the World Cup and Asian Cup qualifiers from the emergency reserve, based on the provisions of the Federal General Budget Law (13 of 2023), and the instructions to facilitate the implementation of the Federal General Budget Law (1 of 2023) according to the details provided by the Iraqi Football Association.
    The Council considered a number of topics on the agenda and took the following decisions:
    1- Approval of the comprehensive development plan for the city of Baghdad for the year 2030, based on the Municipalities Administration Law (165 of 1964) as amended, approved by the Higher Committee for Basic Design in the Baghdad Municipality.
    2- Approval of the draft law amending the first law to combat human trafficking (No. 28 of 2012), which was reviewed by the State Council and referred to the House of Representatives, based on the provisions of the Constitution, taking into account the comments of the Legal Department in the General Secretariat of the Council of Ministers.
    3- Exempting the National Center for Laboratories from the provisions of Article (7/First and 7/Sixth) stated in the instructions to facilitate the implementation of the Federal General Budget Law of the Republic of Iraq for the fiscal years (2023 - 2024 - 2025).
    In the diplomatic and foreign relations field, the draft law ratifying the agreement on exempting holders of diplomatic and service passports from entry visas between the Government of the Republic of Iraq and the Government of the Republic of Indonesia was approved and referred to the Council of Representatives, based on the provisions of the Constitution. The Council also voted to approve the draft law on the Republic of Iraq’s accession to the statute of the Organization for the Development of Women in the Member States of the Organization of Islamic Cooperation, and referred it to the Council of Representatives, based on the provisions of the Constitution.
