Books / Hazem Ahmed Fadala ||
1- Al-Qaeda so far for the parties: Shiites, Kurds, Sunnis; No fixed agreements, no fixed differences.
2- The coordinating framework is coherent, and does not put red lines on the alliances. The Sadrist bloc agrees with the framework and disagrees with it as well!
3- Sunni parties: determination and progress; She agrees with al-Halbousi as Speaker of the House of Representatives, and disagrees with him and him as well. Until late today, Khamis al-Khanjar was not (officially) excluded from the leadership of the Azm Party.
    4- Kurdish parties:
First: the Kurdistan Democratic Party; Part of it with Hoshyar Zebari; Who wants to ally with the Sadrist bloc, and the other part of it is against this alliance, as they are afraid of not achieving professionalism in dealing and government stability.
Second: The Patriotic Union of Kurdistan; Against the fragmentation of the coordination framework, and they say that they deal with (many) and not with (number), and this means: they see that the coordination framework brings together the Shiite diversity, and this means (many), but the Sadrist bloc includes one spectrum of the Shiites (the Sadrists), whose number is ( 73) seats; The Kurdistan Union does not look at the numerical value, as it looks at the more comprehensive qualitative value.
 The first session of the House of Representatives on Sunday, corresponding to: 9-January-2022
     Possible (realistic) options:
1- The Sadrist bloc surprises the parliament and announces that it is the most numerous parliamentary bloc, allied with the Progress Party and the Kurdistan Democratic Party.
2- The coordinating framework is the one who succeeds in announcing the formation of the most numerous parliamentary bloc, in alliance with the Azm Party and the Kurdistan Union.
3- The first session of the House of Representatives shall remain a deliberative session. The failure to reach an agreement on the formation of the most numerous parliamentary bloc (it was raised and postponed).
     Note:
Some of them wonder if the coordination framework now represents the most numerous parliamentary bloc; Why isn't that announced?
     The answer:
Neither the coordination framework nor the Sadrist bloc now, i.e. (before the first session of the House of Representatives was held) can announce that; Even if any of them has (300) deputies!
     The reason:
Because they are now not official representatives, the representative must take the constitutional oath in the House of Representatives first in order to be a deputy, but before taking the constitutional oath, he is not a representative in the legal constitutional sense, and the constitutional oath is taken in accordance with Article (50) of the Constitution.
Hence, declaring the largest parliamentary bloc meaningless before holding the first parliamentary session and taking the constitutional oath.
