It is expected that Allawi will attend the “dollar session” after reducing the tone of Parliament from “summon” to “discussion.”
Baghdad / Tamim Al-Hassan
Finance Minister Ali Abdul-Amir Allawi is expected to attend today's parliament session to discuss the issue of the dollar exchange rate, after the presidency of the Council eased its "tone" against the minister.
Last week, Allawi refused to appear before Parliament, before the latter threatened to prevent the minister from leaving the country.
The expected session will be the first after a boycott of more than two-thirds of the council's members due to the escalation of differences between the political forces.
Parliament is supposed to vote in today's session on the formation of committees without the presidents, which will be postponed until the formation of the government.
It is expected that Parliament will propose an increase in the number of committees from the previous session, due to the separation or near separation of the ministries that were merged in the past.
Will Allawi attend?
Parliament decided to open its new session at 11 am, and the agenda included 3 paragraphs, including a “discussion” of the dollar exchange rate.
Former Finance Committee member Siham Al-Moussawi told Al-Mada that there are indications that "Finance Minister Ali Abdul-Amir Allawi" will attend today's session.
Parliament had softened its tone against Allawi, and changed the minister's invitation letter to the House of Representatives, which was issued last week, from "summon" to "discussion".
In the first invitation, Allawi refused to attend Parliament before presenting his view of raising the dollar exchange rate, and re-submission of confidence in it by Parliament.
And the third and final paragraph in the agenda of today's session, published on the website of the House of Representatives, stipulated “a public invitation for discussion regarding (the rise in the dollar exchange rate) in the presence of the Minister of Finance.”
Minister in a caretaker government
Al-Moussawi does not expect "calls to escalate in parliament to dismiss the Minister of Finance" after a wave of criticism that affected the latter because of the dinar's devaluation.
Al-Moussawi added: "The finance minister is part of a caretaker government and his term is nearing completion, and we have no right to dismiss him because this parliament did not give him confidence."
The previous parliament, which was dissolved 4 months ago, following the early legislative elections, voted on Allawi in Mustafa Al-Kazemi's booth, for the Ministry of Finance.
The deputy in the new session of Parliament, that «the meeting will be listening to the opinion of the Minister of Finance on the objectives of raising the dollar and the extent of its benefits and repercussions on the state and Iraqis».
angry message
An angry letter was published last week, attributed to the minister, in which the latter refused his invitation for questioning in Parliament.
Hakim Al-Zamili, Deputy Speaker of Parliament, said a few days ago, that more than 100 deputies signed to host the Minister of Finance, while noting that the high exchange rate did not benefit the state.
The leader of the Sadrist movement, Muqtada al-Sadr, had made six proposals regarding the exchange rate of the dollar against the dinar.
Among those proposals, Al-Sadr called, in a tweet on Twitter, about 10 days ago, to summon the Minister of Finance, Ali Allawi, and the Governor of the Central Bank, Mustafa Ghaleb, immediately to Parliament.
And the Ministry of Finance decided two years ago, to raise the dinar exchange against the dollar to 1450, and then Parliament voted on the 2021 budget that included the new exchange rate.
second session
The parliament session comes amid the continuing political crisis to form a government, as the session will be the second after the opening.
Parliament had held one deliberative session for lack of a quorum after the only parliament session (full quorum) that took place last January, which witnessed the selection of the Speaker and his two deputies.
Amer Al-Fayez, who is the head of one of the coalitions in Parliament, reveals that all blocs have sent the names of their candidates to the Presidency to form committees.
The second paragraph on the agenda of today's session stipulated “the formation of the permanent committees of the House of Representatives.”
Al-Fayez, head of the Tasmeem Alliance, confirmed in contact with (the term) that «the distribution of committees to the blocs is at the rate of one member in the committee for each seat».
And the representative of Basra said that "the rise in the number of competitors for the committee is subject to differentiation in terms of jurisdiction."
The previous parliament had limited the members of a single committee to no more than “17 members,” and the parliament that preceded it had 24 members.
Additional Commissions
As for the preparation of the committees, the deputy confirms, that «the numbers will be similar to the previous session, 24 committees, but there are proposals to add two committees».
Al-Fayez explained that the reason for the proposal is "after the separation of the Ministry of Health from the environment, and the possibility of the separation of the Ministry of Municipalities from the reconstruction."
It is expected that the names of the candidates for the committees will pass without problems, especially since the vote will be "without selecting committee chairs."
The deputy continues: "The oldest member will be headed in each committee until a president and rapporteur are chosen, and this will not happen until after the government is formed."
The reason, according to Al-Fayez, is that "the committee chairman and minister cannot be from the same bloc, in order to ensure the integrity of the monitoring.
