    [size=45]The Sovereignty Alliance led by Khamis al-Khanjar and Muhammad al-Halbousi is leading a campaign to amend the general amnesty law, and they began collecting signatures that reached the required limit and submitting the proposal to the parliament’s presidency in order to proceed with its legislation. Members of the coalition assert that the general amnesty is one of the priority files, and its enemy is not subject to postponement, and they talked about appropriate circumstances that can be invested today in passing the amendment in cooperation with the partners in the Sadrist movement and the Kurdistan Democratic Party.[/size]
    [size=45]The head of the bloc, Shaalan al-Karim, said that "the amendment of the general amnesty law is a popular and popular demand in the liberated governorates."[/size]
    [size=45]Al-Karim continued, "We have certainty that there are many wronged prisoners as a result of slander, secret informant and malicious lawsuits."[/size]
    [size=45]He pointed out that "the Sovereignty Alliance has begun collecting the signatures of members of the House of Representatives, and that this campaign is led by Representative Abdel Karim Abtan, along with other members of the bloc."[/size]
    [size=45]Al-Karim concluded, “The goal is to amend the law by including articles that do justice to the innocent and the oppressed among those sentenced in prisons.”[/size]
    [size=45]For his part, the bloc’s representative, Ahmed Mazhar al-Jubouri, believes that “one of the main objectives under which the Sovereignty Alliance is formed is the approval of a general amnesty.”[/size]
    [size=45]Al-Jubouri stated, "The bloc will agree with the Triple Alliance in order to pass the amendment as soon as possible after completing all the constitutional and legal procedures related to its legislation."[/size]
    [size=45]In addition, a member of the Sovereignty Alliance, Omar Al-Faraji, stated that "the general amnesty has become an agreed issue as one of the requirements of the current stage, given what Iraq has witnessed during the past years."[/size]
    [size=45]Al-Faraji continued, "The adoption of the law is a real test for the political representation of the liberated areas and the Sunni component in general."[/size]
    [size=45]He pointed out, "The Sovereignty Coalition with all its components considered the general amnesty as one of the important issues of priority and not subject to postponement, and the need to expedite work on it."[/size]
    [size=45]Al-Faraji pointed out that "the coalition has actually started collecting signatures for the proposal to amend Law No. 27 of 2016 as it was approved at a time of difficulty in implementation, given what the situation was like at the time."[/size]
    [size=45]He noted that "the law at the time was not implemented in the manner for which it was legislated, and we started collecting signatures and reached the required limit," and spoke about "handing over the amendment request to the parliament and its paragraphs that contribute to the release of innocent prisoners."[/size]
    [size=45]Al-Faraji continues, "Everyone knows that there are thousands of innocent convicts from the consequences of the previous phase, and today we are working to include them in an amnesty in order to bring them justice."[/size]
    [size=45]And he added, "The proposal not only included a retrial, but also included a re-investigation and assigning it to the competent courts, according to the spatial jurisdiction, in the presence of the public prosecutor and the defendants' attorneys."[/size]
    [size=45]Al-Faraji pointed out that “the proposal includes reducing the length of sentences for those not covered by the amnesty, or resorting to an alternative fine for convicts who have served a specified period.”[/size]
    [size=45]He explained, "The adoption of the law is a moral and humanitarian issue, and it was agreed upon between the representatives of the liberated areas and the voters, before the elections."[/size]
    [size=45]Al-Faraji noted that "the political situation during that period was one of the reasons for not implementing the law, but the current alliances, including the Triple Alliance, will help pass the law as soon as possible."[/size]
    [size=45]He stated, "The basis for joining the Triple Alliance, from the Sadrist bloc, the Kurdistan Democratic Party, and the Alliance of Sovereignty, was based on raising the basic issues of each of these components, and general amnesty, the displaced and the disappeared, and the reconstruction of the liberated areas are among the basic issues for us."[/size]
    [size=45]Al-Faraji continues, “Some of our partners have been affected by cases of arbitrary arrest and are looking with us today for the approval of a general amnesty,” in reference to the Sadrist movement.[/size]
    [size=45]And he finds, "Society has entered a new phase, in which it should be dealt with on the basis of integrating people together and rehabilitating those who have sinned after satisfying the victim's family, with the need for there to be exceptions related to beating security forces and other issues that have been included in the applicable law."[/size]
    [size=45]Al-Fraiji went on, "The Sovereignty Alliance believes that the time has become appropriate to pass the law and there is no reason to postpone it. On the contrary, it is in its program package that touches the liberated areas and achieve their constitutional and legal demands."[/size]
    [size=45]It is noteworthy that, after 2003, Iraq witnessed two general amnesty laws, the first was enacted in 2008 and the second in 2016, as well as an amendment issued one year after the second general amnesty.[/size]
