The lack of financial allocations has hindered the deployment of two joint brigades of the federal forces and the Peshmerga in the areas described as weak in security and starting from the Iranian border to the Syrian border on a line of 560 km, and despite the completion of all technical procedures, but the direct distribution of tasks on the ground awaits the formation of the government and approving the budget.
Retired adviser in the Ministry of Bimshark, Jabbar Yawar, said that "there is a decision issued two years ago regarding the formation of two joint brigades with the federal forces to fill the voids in the disputed areas."
Yawar added, "The technical steps to form these two brigades were completed in full," stressing that "the 20th Brigade was transferred from the Ministry of Peshmerga to the owners of the Ministry of Defense, and the Commander-in-Chief of the Armed Forces, Prime Minister Mustafa Al-Kazemi, agreed to this procedure." He pointed out, “The names of officers and affiliates from the 20th Brigade were sent, while a brigade was identified from the Ministry of Defense in order to merge it and form two joint brigades and distribute them along a line starting from Khanaqin on the Iranian border and ending in the Syrian Suhaila areas, and its length is about 560 km.”
Yawar indicated that "the two brigades are not enough to fill all these voids, but they can secure them to some extent," adding that "these two brigades practically did not begin their work."
He explained, "When Al-Kazemi ordered the ministries of finance and defense to set a budget for the two brigades, such as salaries and the rest of the requirements, the answer came that there was no financial allocation in the 2021 budget," explaining that "the Ministry of Finance is waiting for the formation of the new government, and then on the next budget that will determine the required amounts."
Yawar stressed that "the formation of a joint committee of the Federal Defense Ministries and the Peshmerga in the region, which determined the locations of the headquarters of the two brigades and their regiments along the areas covered by them, and most of them are in spaces located in Diyala and Kirkuk."
Yawar concluded, “Many tasks await these two brigades, the most prominent of which is the pursuit of ISIS terrorist elements who are present in the security vacuums and the confrontation of the bombing operations that the Kurdistan Region is subjected to from time to time from armed groups.” For his part, a spokesman for the Joint Operations Command, Tahsin al-Khafaji, said that "the meetings are continuing between the federal forces and the Peshmerga, and the continuous visits have contributed to deepening joint work in areas where there are security vacuums."
Al-Khafaji added, "In those areas, the gaps sometimes reach 40 km between the Regional Guard and the federal forces."
He pointed out that "an agreement was reached during the recent meetings to close these loopholes and to work jointly in combating terrorism and prosecuting those who attempt to carry out sabotage acts."
Al-Khafaji stated, "The two brigades have little left to enter service, after completing all the issues and technical issues regarding their creation."
He continues, "The work of these two main brigades is to close security voids, carry out joint operations, and control borders and areas of common security interest."
Al-Khafaji considered that "this step contributes to increasing stability and continuing the pursuit of terrorists and outlaws in general."
He stressed, "The Kurdistan Region demands continued cooperation, coordination, joint training, and acceptance of students in military academies in Baghdad," and spoke about "carrying out several joint operations, whether on the field or in the field of intelligence and information exchange."
Al-Khafaji added, "The Ministry of Defense is keen to conduct high-level training for the forces of the Kurdistan Region in order to participate in closing the voids and continuing joint work."
The military relationship between the federal government and the Kurdistan region is witnessing a remarkable development through continuous and mutual visits that discuss all security issues, including the pursuit of ISIS.
