    Today, Monday, the Council of Ministers issued several decisions during its thirty-fourth regular session, which was held under the chairmanship of Mustafa Al-Kazemi.

    The media office of the Prime Minister stated in a statement, that "Al-Kazemi chaired today the thirty-fourth regular session of the Council of Ministers, during which the developments of political and economic events in the country were discussed, and various issues and files prepared on the agenda were discussed."

    He added, "At the beginning of the session, Al-Kazemi praised the great efforts made by the ministries and service departments during the fortieth visit, and providing various services to the visitors who flocked to the holy governorate of Karbala from all over Iraq and from abroad," noting that he "praised the security forces of all kinds, and their high performance." And its contribution to the success of the security plan prepared to secure the fortieth pilgrimage of Imam Hussein (peace be upon him), and to protect the processions of visitors.

    He continued, "The session witnessed the Prime Minister's review of a number of vital economic files and the challenges facing the government, and he directed all ministries to continue working at a high pace in order to provide the best services to citizens," noting that "the Council of Ministers hosted the person in charge of managing the Ministry of Electricity, who presented A detailed explanation of the current electricity reality, the ministry's needs, the most important obstacles facing basic projects, and treatment mechanisms.

    He stated that "the Ministry of Planning submitted a decision proposal regarding lagging projects, and the feasibility of resuming work with them, and after extensive discussions on the proposal, the Council of Ministers agreed to approve the recommendations of the accompanying consultative meeting linking the memorandum of the Legal Department in the General Secretariat of the Council of Ministers numbered (MD / S / 155 /). 91/1/2 Lq) dated June 6, 2022, regarding the proposals of the Ministry of Planning set forth in its letter No. (3/1/8082) dated March 23, 2022, and the recommendation of the Ministerial Council for Economy in its book No. (S.L/217). ) dated April 11, 2022, listing the lagging projects and evaluating the feasibility of resuming work with them, as follows:

    First/

    1. Suspension of the Council of Ministers’ decisions (347 for the year 2015, 367 for the year 2016, 342 for the year 2018, and 170 for the year 2019) after (90) days from the date of issuing the required Cabinet decision, without affecting the procedures previously taken under the aforementioned resolutions, or which were taken It begins before the issuance of the required decision, and is completed according to the content of the decisions above.

    2. Cancellation of the Cabinet Resolution (432 of 2015).

    3. The government agencies concerned with stopping the receipt of applications from those covered by Cabinet Resolutions (93 and 338 of 2019), provided that those authorities complete their required procedures for requests previously submitted under the above two resolutions within a period not exceeding (90) days from the date of issuing the required decision, and otherwise bears the responsibility The Ministry of Planning and contracting parties are legally responsible for this.

    Second / The Ministry of Planning shall set standards for assessing the operational capacity of the implementing agencies that will be adopted in determining the amounts of allocations that will be allocated to these entities and the inclusion of new projects in accordance with the criteria and evaluation submitted by the Ministry of Planning based on Articles (20 and 30) of Section IV (Instructions and Powers for Executing Project Expenditures investment), and the powers of the Minister of Planning established in the instructions and powers to implement the expenditures of investment projects for the year 2021 respectively, and a proposal to assign the bodies most capable of implementation to implement the projects of the least able to maintain services on the basis of the sector and the development gap, and to submit the aforementioned assessment and assignment reports to the Council of Ministers .

    Third /

     1. The Ministry of Planning has the authority to delete non-referred projects after reviewing and evaluating them within a period of one year from listing.

    2. The Ministry of Planning shall coordinate with the contracting agencies regarding the authority to delete suspended projects that have not been resumed from the implementing agencies, within a period of (6) months from the date of issuing the required decision. In the event that coordination is not completed, the matter is referred to the Ministerial Council for the Economy.

    And he indicated that "the Council of Ministers discussed the recommendation made regarding granting financial allocations to Shatrah University to meet its needs and improve its educational situation, and the Council approved the following decision:

    Financing an amount of (3,000,000) dinars, only three billion dinars to the Ministry of Higher Education and Scientific Research / University of Dhi Qar, and disbursed to Shatrah University to complete the technical requirements and pay the amounts allocated for the buildings required for the aforementioned university and fulfill the obligations in accordance with the decision of the Council of Ministers (141 for the year 2020), in implementation of the two paragraphs (1 or 2) mentioned in the letter of the Federal Office of Financial Supervision No. (1/1/12/2443) dated February 3, 2021, attached to linking the Cabinet Resolution (15 of 2022).
