European report: The Iraqi political system is on the verge of collapse as it reaches “old age”
A European report stated that the political system in Iraq has reached old age and is on the verge of collapse, noting that attempts to reform it are futile, pointing out that citizens are waiting for change either by a popular uprising, a military coup or external intervention.
The European "Modern Diplomat" report, translated by Al-Mada, stated that "Iraq has been living since 2003 the impact of political crises that have obscured all consensus between the blocs that make up the political system."
The report added, "The United Nations envoy to Iraq, Jenin Plasschaert, criticized the political class and its failure to manage the country last Monday evening, during a briefing at the Security Council, noting that corruption is eating away at all joints of the state."
He pointed out that "Blaschart renewed her call to the leaders of Iraq to the importance of walking on the path to achieving political stability, stressing that the time has come for them to enter into a dialogue and collectively identify the country's basic needs and push it away from the brink."
The report pointed out that "these criticism coincide with the imminent launch of new demonstrations on October 25, a year after the elections demanded by the demonstrators in October 2019, and the failure to form a new government."
He believed, "The only solution is through dialogue, by returning to the negotiating table after the briefing provided by Plasschaert to the UN Security Council on Iraq."
And the report continued, "During her media briefing, Blackschaert diagnosed the absence of the Sadrist movement from the dialogue that took place under the auspices of Prime Minister Mustafa Al-Kazemi, which requires its return again."
He stressed, "The United Nations representative is not thinking of imposing the will of the international community, but her briefing carries messages to the political forces that there is no solution but dialogue."
The report pointed out that "the current Iraqi political system, since the formation of the political process, has gone through crises and challenges that almost torpedoed it, but it resisted and was able to overcome the challenges."
He continues, that "everyone who participates in this process, even those who claim the opposition, do not want this system to collapse, even though it is full of problems and crises, such as corruption, quotas and sectarian rhetoric that need to be addressed."
The report talked about “the external international parties who want Iraq to remain disintegrated and weak economically and militarily, and pose no danger to its neighbors, and a market for the products of those countries.”
And he stated, "This is in line with the internal political forces that benefit from the continuation of the situation, as they facilitate the sharing of the country's many bounties and go to the pockets of a certain elite, with the lack of accountability and what threatens the gains that these forces obtain."
The report stressed, “there is an urgent need to alleviate crises and keep Iraq away from the brink of the abyss, and there is no solution but to return to commitment to the constitution, and the rule of law over every corrupt, sectarian or criminal without discrimination.”
He noted "many attempts to save the political system", but described those attempts as "weak and futile."
He promised the mechanisms for demanding reform, "either they are weak without leadership in a way that makes it easier for the ruling parties to steal these attempts, or those who demand reform are part of the current political system and the cause of the problem."
The report asked, “Is the Iraqi political system after 2003 on the edge of the abyss?” And it went on, that “the political forces are playing today with an incoherent and multinational political team, and in the extra minutes of the second half, despite the negative result in front of the Iraqi people’s team.
He added, "After five electoral cycles and about two decades of rule, the social, economic and service indicators are still negative, and the political forces have moved from the struggle of sectarian and national components to another complex struggle that is within the same component for control of power."
The report stated, “The impact of political discourse has receded to low levels, and this can be proven by the participation rates in each election, as it decreased from 70% to 35% in 2022, and expectations indicate that it will decline more and more.”
He finds, "The Iraqis usually think that an event that will contribute to the displacement of the entire political class is close, and it is represented by an angry popular uprising, a military coup, or international intervention."
And the report went on, "This dangerous indicator proves that the political system in Iraq has reached the stage of old age with the end of the social contract between the authority and the people."
A few days ago, the Iraqis celebrated the third anniversary of the October uprising with demonstrations that took place in Baghdad and a number of provinces, and witnessed frictions with the security forces, resulting in some casualties.
