    The housing crisis continues in Iraq, and despite the previous Iraqi governments announcing their plans to provide housing units and distribute residential plots, none of these plans were implemented on the ground, while the areas of random construction increased, and the encroachment on state lands increased.
    The Iraqi Ministry of Planning said in a study on the 2030 sustainable development plan, published last week, that it has worked on strategic plans to rehabilitate and settle informal housing in all governorates, in coordination and cooperation with the United Nations Human Settlements Organization.
    The ministry added that the population of these slums in Iraq is about 12 percent of the total population in Iraq, and that slums constitute about 16 percent of the total housing stock.
    She explained that she is working to address the problems of random gatherings through the application of equitable, effective and sustainable scientific solutions, as well as strengthening the capacities of local and central coordinating authorities to implement mechanisms to mitigate uncontrolled and random urban sprawl.

    For his part, the spokesman for the ministry, Abdul-Zahra Al-Hindawi, said that there are more than 4,000 slums distributed in all Iraqi governorates, and the capital, Baghdad, leads the governorates of Iraq in the number of slums with nearly 1,000 slums, followed by Basra governorate with 700 slums.
    Al-Hindawi told Al-Araby Al-Jadeed that the least Iraqi cities with the number of slums are Karbala governorate with 98 slums and Najaf governorate with 99 slums.
    Al-Hindawi revealed that his ministry has the intention of conducting a new survey, after the House of Representatives votes on the bill addressing slums, the first reading of which has been completed.
    He explained that this law was presented by the Council of Ministers to Parliament in the previous two sessions, and it reached the voting stage, but it was not approved. In order to achieve the purpose for which it was set.

    Jabbar added, to Al-Araby Al-Jadeed, that part of the deficit gap was also compensated by the number of housing units through the spread of slums, which exploited real estate and government lands to create irregular and unsuitable houses for housing, inhabited today by more than 3.5 million people, about 10 percent. of the country's population.
    He stressed that urban planning faces a major problem represented in the lack of expansion plans for cities, as well as the inability to change the types of land, and the weak performance of institutions in opening new road networks and providing the necessary services, so that citizens go to new areas in order to build adequate housing units.
    To address the housing crisis in Iraq, Jabbar stressed the importance of the state taking several paths, through studies and development plans implemented on the ground, including the distribution or sale of serviced residential lands, the establishment or establishment of new cities, in addition to granting local and international investment licenses to investors in the sector.     Al-Najjar indicated that there are 1,800 fake and semi-fake investment licenses, and that the number of lagging projects exceeded 500, and that the Investment Authority was formed during a period of widespread corruption.
    The slums law, which stipulated in one of its paragraphs the imposition of rent allowance on slum dwellers, has sparked widespread controversy among political and popular circles, amid harsh criticism of the text of the law that increases the suffering of the poor, and fears of political exploitation of the issue.
    For his part, a member of the Iraqi Council of Representatives, Murtada Al-Saadi, said in press statements that the government sent the slums law to Parliament at this time, which is witnessing political conflicts and differences, but this law, after its first reading, was delayed in approving the presence of some amendments, including that paragraphs The law relies on old statistics since 2016.
