, Minister of Finance Taif Sami announced, on Wednesday, that the fifth phase of the Japanese loan to develop the Basra refinery will be included in the 2023 budget, while the Chargé d'Affaires of the Japanese Embassy in Baghdad, Masamoto Kenichi, expressed his hope to move forward with the project and work to bridge the shortage of oil derivatives.
Sami said, "Iraq has loans with Japan since 2015 until now in several projects and for various ministries," noting that "the food security law authorized the Minister of Finance to sign agreements for ongoing projects that have an existence and that have allocations for previous years."
And she added, "The signing of the loan to develop the fourth phase of the Basra refinery came after obtaining approval and a decision from the Council of Ministers to be ready for implementation," noting that "the loan is worth one billion and 200 million dollars," according to the official news agency.
And she stressed, "Iraq needs loans because it is dependent on oil as a basic revenue, while non-oil revenues are not sufficient to cover the budget deficit," stressing "the need for investment projects and infrastructure for some ministries, especially electricity, water and sewage in some provinces."
Sami pointed out that "Japanese loans continue and will be included in the budget annually, and even in the next year's budget they will be present," pointing out that "there are benefits from these loans, but they are not great."
And she continued, "The fifth stage of the loan will be included in the 2023 Budget Law," explaining that "this project was implemented in three stages, and today's signature is for the implementation of the fourth stage, and in 2023 the fifth stage will be."
