Executive Director of the Supreme Committee for the Development of Education in Iraq and head of the committee supervising the preparation of the National Strategy for Education (2022-2031) Hamid Khalaf said in a statement to the official newspaper, followed by "Nass", (February 6, 2023), that the committee "consists of the ministries of education, higher education And scientific research, finance, planning, in addition to the advisory board,” noting that “the strategy included work in cooperation with international organizations and local and foreign experts for nearly three years.” Khalaf added, "The strategy emphasizes equal access to quality and comprehensive education, providing young people with the skills required in a knowledge-based society, and contributing to sustainable economic and social development."

He continued by saying: "It consisted of seven chapters. The first assesses the previous strategy 2012-2022 after it was not fully implemented, while the second chapter included the general economic, geographical, political and social context. The third chapter analyzes the educational reality and diagnoses its weaknesses. The fourth and fifth chapters included the vision." mission, strategic directions, priorities and goals, while the last two chapters present the cost of the strategy, financing, implementation, evaluation, monitoring and follow-up.

He explained that "the strategy focused on important topics for the development process, such as gender, rural and urban communities, youth and children affected by conflict and insecurity, poverty and addressing fragility among children and youth, while it was based on the main assumptions and expectations of the gradual improvement of education indicators, but it depends on the reforms mentioned in it," recalling That there are "three criteria that allow estimating the available funds for the education sector, with an expected increase of 3.3% over the next ten years, an increase in the share of education from (10-16%) during the strategy period, and an increase in spending from 12 trillion dinars in 2019 to double the output. gross domestic product in 2031.

The Executive Director expressed his hope to increase enrollment in kindergarten to “30% in the target year 2031 compared to the current situation of 9.7%, to increase enrollment in primary school to 100%, and to increase enrollment in preparatory education to 68% during the implementation period of the strategy,” noting that “there are ambitious programs.” To finance the strategy to provide textbooks and scholarships, the cost of which will amount to 140 trillion dinars during the next ten years, amid expectations that early education and technical and vocational education will take a greater proportion of funding due to its importance and its connection to the wheel of national development and the acquisition of twenty-first century skills.
