Guterres opens the file of international support for Iraq to diversify the economy and extract its water rights

The Secretary-General of the United Nations, António Guterres, arrived in Baghdad on an official visit, in the context of clear international support for Iraq, which is on the way to playing a pivotal role on the Arab and international levels. Guterres came to Iraq for a moral boost to the government of Prime Minister Muhammad Shia al-Sudani in the areas of diversifying the economy and extracting its water rights from its neighbors and the countries upstream of the Tigris and Euphrates.
President Abdul Latif Jamal Rashid, during his meeting with Guterres, focused on the issue of climate change, stressing that Iraq is one of the countries most affected by it.
The President of the Republic discussed with Guterres the efforts made to consolidate security and stability in the country, the work mechanisms of the United Nations Mission in Iraq, the role it plays alongside national efforts, and the role of friendly organizations and countries in supporting the displaced.
Rashid stressed Iraq's aspiration to support the international community, cooperation and joint action to respond to the humanitarian needs of the displaced families, noting that "there are thousands of displaced families living in very tragic and complex conditions and we hope to cooperate with the United Nations to resolve this humanitarian issue by returning the displaced to their areas of residence and rebuilding the city of Sinjar in accordance with the Sinjar Agreement." ».
On the other hand, Rashid pointed out that Iraq is one of the countries most affected by climate change, as it suffers from water scarcity, drought and desertification, which negatively affected the various aspects of life, pointing out that "Iraq seeks to obtain a fair share of water."
He touched on “the ambitious government program that includes consolidating security and stability, curbing corruption, rebuilding infrastructure, providing the best necessary services to Iraqis, creating good investment opportunities to operate factories and factories and create new job opportunities.” He also indicated that there are continuous efforts to maintain dialogue between the region and the federal government, including For the sake of understanding and developing effective solutions, as well as working on an agreement to pass the oil and gas law.
For his part, the Secretary-General of the United Nations expressed his happiness at visiting Iraq, which he described as the best visit. He also expressed his pleasure at meeting His Excellency the President of the Republic, praising what he felt of the state of security stability in the country and the efforts made by the President to alleviate the suffering of the displaced.
Guterres expressed his happiness at "Iraq's participation in the water conference in New York," pointing out that "the conditions in Iraq have now changed for the better," noting that "the Iraqis are united, and their unity and cooperation prevent foreign interference."
In turn, Prime Minister Muhammad Shia al-Sudani discussed with the Secretary-General of the United Nations Organization, Antonio Guterres, the bilateral relations between Iraq and the international organization, and reviewed the prospects for cooperation in the files of the displaced and the required international role, and facing climate challenges and the need for international assistance in this file, as well as Iraq's efforts to establish a culture of human rights. Human rights and the promotion of sustainable development, and its pioneering role in reducing tensions in the region and ensuring its stability.
Al-Sudani said, in a statement: “Iraq has overcome its political crisis, and its efforts have focused on economic and environmental challenges, and the government has set several priorities to meet these challenges.”
And Al-Sudani indicated that "Iraq's victory over ISIS gangs happened due to the cohesion of Iraqis and their belief in peaceful coexistence, so that Iraq today becomes the key to resolving many of the region's crises, and to play a positive role in settling regional crises."
During the meeting, he reviewed "the government's plans to develop the youth sector and invest in their capabilities and capabilities, and its endeavor to diversify the economy, as well as its adoption of the principle of multiple economic partnerships in its foreign relations."
During the press conference he held with Guterres, the prime minister drew attention to “waiting for the support of the United Nations regarding economic reforms and fighting corruption,” referring to “the continuation of establishing the equation of stability.”
He added, "The government has established a state of political and security stability, and Iraq is a key to a solution in the region, and we are working to bring together the parties," noting that "Iraq plays a leading role among brothers and friends, and we are working to find economic partnerships, especially since Iraq enjoys natural and human resources, in addition to its geographical location." ».
He continued, "We are working on preparing for the Baghdad Conference in its third edition, according to the vision of the new government," explaining by saying: "Everyone should meet in Baghdad according to the vision of economy and partnership."
The Prime Minister pointed out that Iraq “faces climate challenges and the high rate of desertification, and there are sites included in the World Heritage List that are threatened due to water scarcity.”
For his part, the Secretary-General of the United Nations described his visit to Iraq as "distinguished," stressing "the support of the international community for Iraq in the file of climate challenges and the file of the displaced."
Guterres praised "the government's priorities and its focus on the fight against corruption, and appreciated its decision to return the displaced to their areas, describing it as a courageous and positive decision."
He stressed "the readiness of the United Nations to support the government of Iraq in the face of the challenges it faces," expressing "optimism about the efforts made by the Iraqi government in all fields."
Guterres affirmed the UN organization's support for Iraq "in the files of climate challenges and the displaced," praising "the government's priorities and its focus on the anti-corruption file, and the price of its decision to return the displaced to their areas, describing it as a courageous and positive decision."
Guterres said: "The challenges facing Iraq came as a result of decades of wars and interventions," stressing that "there is hope for progress, as is the case with the prime minister in his commitment to fighting corruption, improving services, diversifying the economy and creating job opportunities."
Guterres urged the Sudanese to "Iraq's participation in the water conference that will be held this month, as Iraq is among the countries most affected by climate change," expressing his "gratitude to the Iraqi government and people for their solidarity with the earthquake victims in Turkey and Syria."
Al-Sudani said, in a tweet after his meeting with Guterres: “We appreciate the visit of the Secretary-General of the United Nations, Antonio Guterres, and thank him for his words in support of Iraq.
Parliament Speaker Muhammad al-Halbousi had received Guterres and discussed with him the bilateral relations between Iraq and the international organization, enhancing prospects for international cooperation and assistance in the file of the displaced, consolidating a culture of human rights and equality without discrimination, as well as discussing developments in the regional and international situation and the role of Iraq in the region.
During the meeting, the Parliament Speaker called for "the need to end the file of the displaced in Iraq who are living in difficult conditions," noting the need to "do more cooperation with the United Nations to resolve this humanitarian file and their return to their areas."
Al-Halbousi stated, "The House of Representatives supports the government with this file, which was confirmed by its government program."
For his part, Guterres expressed his solidarity with the House of Representatives, stressing the support of the international community for Iraq at all levels.
Guterres also praised Baghdad's efforts and its role in the current period in reducing tensions in the region and ensuring its stability, pointing to the importance of holding the Arab Parliamentary Union conference in Baghdad and visiting Syria.
In addition, the Secretary-General of the United Nations, Antonio Guterres, said, in a press conference: “My visit to Iraq is a visit of solidarity and hope for the future of Iraq,” noting that “there is hope for progress in Iraq in light of the presence of the new government.”
He added, “The United Nations supports the efforts of the Iraqi government to promote human rights, diversify the economy, and reduce dependence on oil.” At the same time, he praised the efforts of the Iraqi government to return its citizens from Al-Hawl camp, and sent a message from Baghdad to all countries to return their citizens from the camp. He pointed out that "fighting terrorism is a priority in Iraq, and the economic conditions that feed it must be addressed to prevent its return."
The Secretary-General of the United Nations welcomed "the Prime Minister's plan, which he described as encouraging to create jobs, improve education and health, and fight corruption," adding that "the Sudanese is determined to address the challenges of climate change and water scarcity."
Guterres affirmed "support for the government's plans to return the displaced in Iraq," calling for the speedy implementation of the Sinjar agreement, especially after the improvement of the security situation there.
And Guterres indicated that he “will visit Erbil and encourage the Kurdistan Regional Government to conduct an organized dialogue with Baghdad, especially with regard to the 2023 budget file,” explaining that “Iraq is a sovereign country, and the United Nations has no right to impose any solutions regarding dialogue between the federal government and the regional government.”
He continued, "We support the holding of elections for the Kurdistan Parliament to achieve political stability in the region, and we are also looking forward to holding provincial elections in Iraq," noting that "the United Nations is supportive of their establishment."
Guterres expressed his support for the Iraqi government's initiatives in the Baghdad 1 and 2 conferences, and the holding of the third edition of it, praising Iraq's sponsorship of the regional dialogue to resolve the region's crises.
