[size=45]Amending the election law is approaching its final stages, with a view to finally passing it at the end of next week, in formula 1.9 or 1.7, according to the forces affiliated with the coordination framework.[/size]
[size=45]The modified St. Lego system relied on the distribution of parliamentary seats in Iraq, after the House of Representatives voted in November 2013, on a paragraph requiring the distribution of seats to competing lists within the Iraqi election law.[/size]
[size=45]The amendment of the law prompted the outbreak of protests in the capital, Baghdad, and several other cities in central and southern Iraq, yesterday evening, Sunday, accompanied by burning tires and blocking a number of roads and streets, before the demonstrators withdrew.[/size]
[size=45]On Saturday, the House of Representatives finished its report and discussion of the proposed law for the third amendment to the provincial and district council elections law.[/size]
[size=45]And a member of Parliament, Mueen Al-Kazemi, says, “The amendment of the election law will be decided next Thursday, and it will be finally passed.”[/size]
[size=45]Al-Kazemi added, "The law will be passed in formula 1.7 or 1.9, and the governorate will be in one electoral district." The representative of the Fatah Alliance indicated that “most of the emerging forces and independents agree with the law, but the objections are against the wording of the law, and not to amending the law in general.”[/size]
[size=45]This mechanism was adopted in the countries that operate under the proportional representation system, where the electoral denominator is 1.4 ascending, and in this case, small forces get the opportunity to win seats in parliament and elected councils, but Iraq previously adopted the electoral denominator by 1.9 This makes the large parties and blocs monopolize the competition, at the expense of small forces, individual candidates, and independents.[/size]
[size=45]For his part, the independent MP, Sajjad Salem, says, “The big forces are all supportive of amending the election law, as proposed by the State Administration Alliance.” And Salem added that there are reasonable amendments such as “converting the province to one district,” but “the St. Lego coefficient of 1.7 is an unfair coefficient, because it gives dominance to large blocs.” The independent deputy pointed out that there are efforts to bring together the opposition civil blocs, activists and organizations in a front to object to the law.[/size]
[size=45]The draft amendment to the election law was presented by the State Administration Coalition, which represents the largest parliamentary bloc within the House of Representatives, which includes the Coordination Framework, the Kurdistan Democratic Party, the Patriotic Union of Kurdistan, the Sovereignty Coalition, the Azm Coalition, and Babylon, and the number of coalition representatives is 270 out of a total of 325 deputies, in Parliament.[/size]
[size=45]In turn, Wael al-Rikabi, a member of the State of Law coalition, says, "The last elections in 2021 witnessed the lowest participation rate after 2003."[/size]
[size=45]Al-Rikabi added, “This percentage prompted the amendment of the election law,” noting that “the majority is heading towards the amendment in the form of 1.7.” He pointed out that "the previous law led to the scattering of electoral votes, while the St. Lego system will reorganize them as it was before 2021."[/size]
[size=45]A member of the State of Law Coalition pointed out that "the Sadrist movement has not officially issued an objection to amending the election law."[/size]
[size=45]Al-Rikabi explained that "the amendment came in a democratic and legal atmosphere," noting that "the coordination framework is responsible for failures if they occur in the new amendment." Al-Rikabi went on to say, “The law will pass easily in next Thursday’s session; The fact that the large mass is compatible with each other towards its modification. According to the new law, the elections will be held through the “semi-open” list mechanism, in which the governorate will be one constituency, and the seats will be divided according to the “Saint-Lego” mechanism.[/size]

The provinces are divided into multiple constituencies, so that every 100,000 voters in a constituency has a representative in parliament, but the most important thing is that it operates according to “open constituencies,” where coalitions or parties cannot transfer their votes from one candidate to another. It is noteworthy that the recent elections witnessed a victory for the Sadrist movement against the parties and traditional forces, but its withdrawal led to an increase in the seats of the coordination framework and made it the dominant bloc in parliament and allowed it to form the government.[/size]
[size=45]Meanwhile, a parliamentary statement stated, “The Legal Committee held a meeting chaired by Representative Rebwar Hadi, the head of the committee, and the presence of its members, yesterday, Monday, to discuss the proposed law for the third amendment to the Provincial and District Council Elections Law No. 12 of 2018.”[/size]
[size=45]The statement added, "The committee began discussing the proposals submitted regarding the articles and paragraphs of the draft law after completing its second reading in the previous council session."[/size]
[size=45]And he pointed out, “The committee decided during the meeting to adopt the proposal to adopt the biometric card exclusively for voters, and to adopt the age of (28) years for the candidate to the provincial councils and (30) years for the membership of the House of Representatives.” The statement pointed out that “the percentage of preparatory certificate holders will not exceed 20%, in addition to not including the candidate in accountability and justice procedures.” He added, “The committee also decided to complete the discussion of the remaining articles of the law until the next meetings.”[/size]
