    A member of the Parliamentary Finance Committee revealed the shocking productivity of a government employee in the public sector.
    Jamal Cougar said, in a statement to the official newspaper, followed by (Baghdad Today), that: "The employee's productivity does not exceed ten minutes in all state institutions, and even merging ministries does not solve the problem because it is not the main node."
    Cougar called on Prime Minister Muhammad Shia'a al-Sudani to "urge his ministers to develop a program on how to transform ministries from consuming to productive, so that the budget does not become just amounts for ministerial projects with which to buy property." 
    He added, "The prime minister must invest this year's budget so that it becomes a real development budget, and that we transform ministries from consumerism to productivity, in order to raise employee productivity," noting that "slack and functional paralysis exist, starting from the highest link to the lowest."
    Cougar pointed out, "There are many solutions, including partnership between the public and private sectors, or going towards a private sector government, meaning the ministry remains to manage the file and not to move all issues."
    It is noteworthy that during the past two decades, successive governments have postponed looking at the problems of human development in the private sector, and resorted to an employment movement in the public sector, so that the government job becomes “the young man’s dream and goal”, so that these problems accumulate and combine until they become a heavy burden on successive budgets, no matter how explosive they are.
