Experts warn of overlapping powers and multiple sources of decision

After 2003, Iraq witnessed a radical change in the structure of the system of government, as the country transformed in a "non-gradual" way from absolute dictatorial rule represented by the top of the pyramid that controls everything, to a multi-faceted parliamentary, executive-presidential rule, despite the constitutional and legal violations that accompanied the past twenty years. The country's political and security conditions, however, experts and researchers in political affairs warned in particular of what they described as "multiple decision-making centers" and "overlapping powers" in the various authorities, considering that these two matters undermine any government effort and performance that seeks to build the state and provide services seriously.
The writer and researcher on political affairs, Dr. Qassem Balshan Al-Tamimi, said in an interview with "Al-Sabah": "The overlapping of powers in a specific region is sometimes a natural issue in the event that the conditions of that region or country are proceeding normally and the implementation of the law in it normally without problems, but When there is chaos, lack of transparency and great corruption, the overlapping of powers in this case is one of the aspects of corruption and a major obstacle to the government's role in carrying out its duties.
And he believed that "what we are currently witnessing in the country in terms of overlapping powers is a clear and explicit reflection of political differences and benefits at the same time, in the sense that political parties and blocs do not allow each other to take a decision on their own, until everyone is in need of everyone, and thus these blocs and political parties secure their interests." Be it financial or authoritarian.
He pointed out that “the overlapping of powers reached even within the same institution, given that a department within this institution is run by a person affiliated with a specific political party who is matched by a person from another political party who runs another department in the same institution, so the overlap occurs, and in any case, this overlap, in my personal estimation, did not occur.” Arbitrarily, it is the result of understandings and agreements between political parties and blocs, which led to a weak role of the government in taking many decisions.
For his part, the analyst on international affairs, Dr. Haider Salman, said in an interview with "Al-Sabah" that "the overlapping of powers and the multiplicity of decision-making sources will negatively affect the government's performance, because the multiplicity of decision-making sources will make the decision-making process itself very difficult." .
He noted that "the process of persuading all parties is very difficult and may be marred by a lot of personal gains when trying to persuade, and therefore we are facing a big problem, in which there may be a positive thing related to the fact that there are some bad or harmful decisions that multiple decision-making sources may stand in the way of passing them and may have a review." From these sides, but in most cases there will be a delay in the decision-making process.
He explained, "There are four presidencies (the presidency of parliament, the presidency of the government, the presidency of the republic, and the presidency of the judiciary) on the one hand, in addition to the presidency of the blocs, and this of course casts a shadow on the decision-making process in Iraq, as there is no presidency in the decision-making process, and therefore the government falls victim to these problems." to confront it."
